The much-awaited Volkswagen AG battery plant in St. Thomas will now begin operations in 2029, which is two years later than originally planned. One industry analyst mentioned that this delay isn’t surprising given the current struggles in the electric vehicle market across North America and the financial challenges VW is facing.

This postponement, revealed on Thursday by Power Co Canada Inc., VW’s battery division, comes at a time when demand for electric vehicles is declining, alongside recent job cuts at VW and ongoing trade tensions between Canada and the U. S.

Earlier this month, VW announced plans to cut up to 100,000 jobs globally due to competitive pressures, particularly from diminishing sales in China where local automakers are capturing more of its market share.

“For anybody to be surprised by that (decision), they haven’t been watching what’s been happening to either Volkswagen or the electric vehicle market in North America,” said Greig Mordue, an associate professor at Mc Master University’s Booth School of Engineering Practice and Technology in Hamilton.

“The silver lining is that Volkswagen in Germany is going through a tremendous process of scaling back and right-sizing their operations, so the fact that St. Thomas is not on the chopping block is a positive thing. Frankly, it could’ve gone either way.”

However, Mordue pointed out that a lot can change over three years and the future of the plant remains uncertain.

“What we really need to understand is this: Is Volkswagen legitimately deferring actual production, or are they deferring a decision on the ultimate utility and necessity of that plant?” he said.

Power Co announced on Thursday that Ellis Don has been chosen as the general contractor and expects construction workforce numbers on-site to peak at 1,300 workers.

“The appointment enables work on-site to continue building on steady progress since groundbreaking in 2025,” it said in a news release. “Construction is now moving into core infrastructure and structural phases that will support future production.”

Power Co also mentioned that they “are aligning the project’s timeline and product strategy with evolving market demand, technological advancements and the Volkswagen Group’s long-term strategy.”

Joel Karlsberg, Power Co Canada’s chief procurement officer, stated that the St. Thomas factory “remains a cornerstone” of VW’s strategy for North America.

“This is about getting the pacing right – not stepping back – to protect our long-term investment, support regional jobs and position Canada, Ontario and St. Thomas to benefit in a dynamic and evolving market,” he said in the release.

Even with this delay, St. Thomas Mayor Joe Preston remarked that Thursday’s announcement brings positive news indicating progress for the plant.

“I have a rough time trying to find a cloud on a sunny day,” he said. “They’re moving forward and in substantial ways at a time when we’re looking at worldwide trade with great Canadian solutions for building the plant.”

Conrad Layson, a senior analyst at Auto Forecast Solutions LLC noted that postponing opening was puzzling since producing battery cells locally would be cheaper than importing them from China despite U. S. tariffs.

“It would still be hideously expensive; let’s not beat around that bush,” he said. “However, the cost of importing a Chinese cell versus a Canadian cell is different, and the Canadian cell is lower.”

Layson suggested market conditions-including declining EV sales due to removed incentives-likely indicate it will take time before full capacity can be reached at St. Thomas plant.

Additionally complicating matters was Volkswagen’s decision earlier this year to halt production of electric ID.4 vehicles at its Tennessee facility-one of key products intended for support by St. Thomas plant.

While rising gas prices linked to conflict in Iran have sparked renewed interest among buyers towards EVs, demand along with scale expected from St. Thomas facility-which Power Co projected could produce as many as one million batteries annually-is “well out of line” with vehicles VW aims to produce within North America,” Layson expressed. p>He added EV sales had recently increased accounting now for five to six percent among all car sales but remained below eight percent seen before 2024. p>“In long run I believe electric vehicles will play larger role within U. S. and North American markets going forward. The degree those gains become prominent remains open question,” Layson emphasized. p>While it’s still not ideal decision saving (VW) billions completing facility unlikely operating near capacity anytime soon,” Layson stated. p>Mordue indicated delaying production might save taxpayers billions since government incentives aimed attracting facility tied to production targets set scale down after2030 eventually disappearing altogetherby2032. p>“The fact they won’t produce until 2029 nor near level previously anticipated likely means those billion-dollar measured incentives won’t materialize,” Mordue noted. p>
