**I am releasing this statement to the community in accordance with the provisions of the Community Safety and Police Act, and Ontario Regulation 412/23, specifically.

Pursuant to section 3(a) and section of the Regulation, I am authorized to release “personal information about an individual as if the individual had been charged with an offence under any federal or provincial Act if the individual, is arrested and released in accordance with Part XVI of the Criminal Code (Canada)”. **

In the interest of public safety, the following is being made available.

This week, two people, who were arrested and charged by my Investigators, under the offence of homicide, were released from custody with Court imposed conditions that, essentially, amount to house arrest as their cases make their way through Court. These two people were involved in separate violent incidents both of which resulted in the death of another person.

It is important to note that, in accordance with our Charter, these people are innocent until proven guilty in Court.

Officers had reasonable and probable grounds to lay the charges after a thorough investigation, which included gathering witness statements, physical evidence and video evidence.

Neither of the accused has been released to reside in our community, but they are accused of committing their crimes here. Given the seriousness of the crimes, and strict conditions of release, I believe the community should be aware of their potential presence should they return to our city.

To effectively make our community aware, I have authorized the release of their names (already released through the Courts) and their photographs.

Officers will monitor these individuals to ensure their compliance with the conditions of their release, and if they are found to be in violation, they will be arrested and brought before the Courts.

I recognize that the Judiciary have a significant role to play in the administration of justice, and while the Crown Attorneys and Police argued against their release, it is the responsibility of our Justice officials to adhere to prevailing laws,  previous court precedent and the preliminary evidence presented to them, as well as primary, secondary and tertiary grounds for keeping someone in pretrial custody. Part of their consideration includes whether a reasonable member of the community would lose confidence in the administration of justice if the accused is released, based on the plan of release. It is not an easy job, but it highlights the need for meaningful bail reform that more appropriately addresses violent offences of such an egregious nature.

1.      Josh Crane

Charged with: Manslaughter in homicide August 3, 2025

Release Conditions:

Reside with your surety each and every night
Remain in your residence at all times EXCEPT

– for medical emergencies involving you or a member of your immediate family (spouse, child, parent, sibling).

– when you are in the direct presence of your surety

3. Do not contact or communicate in any way either directly or indirectly, by any physical, electronic or other means,
with those listed.

4. Do not be within 100 metres of any place where you know any of the person(s) named above to live, work, go to
school, frequent or any place you know the person(s) to be EXCEPT for required court appearances.

5. Do not possess

–  any weapon(s) as defined by the Criminal Code (for example, but not restricted to, a pellet gun, firearm, imitation        firearm, cross-bow, prohibited or restricted weapon or device, ammunition or explosive substance or anything
designed to be used or intended for use to cause death or injury or to threaten or intimidate any person).

6. Do not apply for an authorization, licence or registration certificate for any weapon as defined by the Criminal Code

7. Do not possess any knife(s) unless for culinary purposes

8. You will remain in custody until a GPS monitoring device is available to place on your person and is applied.

9. You will be subject to GPS monitoring by the government-funded GPS monitoring program and agree to abide by all of its rules and protocols by providing your signature on the GPS Rules and Protocols which will be attached to this Release Order as Schedule “A”. These rules and protocols form part of this Release Order.

Notify Peterborough Police Service within 24 hours of a change in your address
Remain on the property of your residence at all times

EXCEPT

–  for medical emergencies involving you or a member of your immediate family (spouse, child, parent, sibling).

–  for purposes of traveling directly to, from and during scheduled meetings with your lawyer

–  for purposes of traveling directly to, from and during employment

–  while in direct company of one of your sureties

4. Do not contact or communicate in any way either directly or indirectly, by any physical, electronic or other means,
with those listed.

5. Do not be within 100 metres of any place where you know any of the person(s) named or any place you know the
person(s) to be EXCEPT for required court appearances.

6. Do not contact or communicate directly or indirectly by any physical, electronic or other means, with any person
listed here.

– through legal counsel for the purpose of preparing a defense

7. Do not possess

–  any weapon(s) as defined by the Criminal Code (for example, but not restricted to, a pellet gun, firearm, imitation firearm, cross-bow, prohibited or restricted weapon or device, firearm part, ammunition or explosive substance or anything designed to be used or intended for use to cause death or injury or to threaten or intimidate any person).

8. Do not apply for an authorization, licence or registration certificate for any weapon as defined by the Criminal Code
