Three teams have been selected to bid on a project to design, build, finance and maintain a new government-owned Science Facility Complex in Oakville.

Infrastructure Ontario (IO), in collaboration with the Ministry of the Environment, Conservation and Parks (MECP) and the Ministry of Labour, Immigration, Training and Skills Development (MLITSD), chose these teams through a request for qualifications (RFQ) process that started in September 2025.

The teams were assessed based on their design, construction and facilities management skills, relevant experience with similar projects, qualifications of key staff members and financial resources necessary for a project of this magnitude.

The three teams are:

Fengate PCL Progress Partners

Applicant leads: Fengate Capital Management Ltd. and PCL Investments Inc.
Lead architect: Parkin Architects Limited
Construction team: PCL Constructors Canada Inc.
Facilities management: Honeywell Limited
Financial advisor: National Bank Financial Inc.

Amico Science & Technology

Applicant lead: Amico Major Projects Inc.
Lead architects: HOK Architects Corporation and WSP Canada Inc.
Construction team: Amico Design Build Inc. and Allyant Design and Construction Inc.
Facilities management: Dexterra Group Inc.

Technology and Nature Integrated Collaborative (Plenary/EBC)

Applicant lead: Plenary Americas Holdings Ltd.
Lead architects: DIALOG Ontario Inc., Bouthillette Parizeau Inc. and The HIDI Group
Construction team: EBC Inc. and Plan Group Inc.
Facilities management: Equans Services Inc.

Infrastructure Ontario is likely to release a request for proposals (RFP) to these three prequalified teams in early fall 2026.

The proposals will be reviewed by Infrastructure Ontario, MECP, and MLITSD who will then choose a preferred team to negotiate a final contract. The chosen proponent is expected to be announced by late 2027.

This new Science Facility Complex will replace MECP’s current facility located at 125 Resources Road as well as MLITSD’s temporary site at 6295 Northam Drive, which was previously at 81A Resources Road.

The government-owned complex aims to bring together the ministries’ operations into one modern science laboratory facility.

This complex will include flexible lab spaces, workshops, and offices specifically designed to support ongoing activities as well as future developments.

Bringing the ministries together is also anticipated to enhance efficiency by optimizing workflows, allowing shared access to specialized equipment while improving emergency preparedness through joint response strategies.

The facility will be built with future requirements in mind, featuring infrastructure capable of supporting emerging economic sectors along with advanced monitoring systems for radiological materials, environmental contaminants, and live viruses.

The versatile office spaces, labs, and workshops are being designed with an aim for Leadership in Energy and Environmental Design (LEED) Silver certification.
