A man has been charged with sexual assault and related offenses after reportedly meeting a woman online, and authorities suspect there may be more victims.

According to Peel Regional Police, the man connected with a woman online and later met her in person several times between December 2025 and April 2026.

During these meetings, police claim the woman was made unconscious and unresponsive before being sexually assaulted.

Investigators also allege that the man recorded the assaults on his cellphone without her knowledge or consent.

Allen Siu Ming Chow, 73, from Oakville, was taken into custody on Thursday and faces charges including administering a drug to overcome resistance, sexual assault causing bodily harm, and voyeurism.

Chow is being held in custody while awaiting a bail hearing.

Authorities note that Chow had previously received an 18-year prison sentence following an investigation that resulted in multiple convictions for sexual offenses.

He was released on federal parole on March 13, 2025.

The investigation is still ongoing.
