Over $139 million worth of drugs has been confiscated in a significant cross-border investigation, marking one of Ontario’s largest drug busts.

The operation, dubbed Project Bay, began in January 2025 under the direction of the Windsor Police Service. As the investigation grew in complexity, the Canada Border Services Agency and Ontario Provincial Police joined efforts. A 33-year-old man from Kitchener is facing charges for conspiracy to import cocaine and conspiracy to possess cocaine with intent to distribute.

He was released following a bail hearing and is set to appear in court next week.

Involvement also came from U. S. agencies along with police forces from Toronto and Peel.

The probe uncovered that a broker-style model was allegedly utilized within commercial transportation, taking advantage of existing connections to aid in the cross-border trafficking of drugs. It was also found that drivers were allegedly involved in transporting illegal substances within legal supply chains knowingly.

On June 25, 2026, authorities executed 18 search warrants at various residences and businesses located in Windsor, Corunna, La Salle, Brampton, and Kleinburg. Two additional warrants were carried out on July 14 in Markham and Caledon followed by another two search warrants executed in Brampton.

As a result of these searches and the ongoing investigation, nearly 1.7 tonnes of illegal drugs were seized alongside cash, 17 firearms, and other assets.

The complete inventory of items taken includes:

  • 973 kg suspected cocaine
  • 660 kg suspected methamphetamine
  • 49 kg opium
  • 230 oxycodone tablets (5mg)
  • 17 firearms, including an anti-tank rifle
  • Ammunition
  • Prohibited devices and weapons including brass knuckles, magazines and baton
  • $80,000
  • US$10,000
  • One vehicle as offence-related property
  • High-end jewellery
  • Money counters
  • 43 cellphones and six laptops
A total of twenty-one individuals are facing 102 charges linked to this investigation. Nineteen have already been arrested while two others remain at large.
