BEIJING — As Canadian Prime Minister Mark Carney visits China on Wednesday, his hosts see a chance to slightly shift their longtime ally away from the U. S.

Chinese state media is urging the Canadian government to pursue a foreign policy that stands apart from the United States – something it calls “strategic autonomy.”

Canada has historically been one of America’s closest allies, both geographically and otherwise. However, Beijing hopes that President Donald Trump’s aggressive economic policies – along with military actions against other nations – will weaken that long-standing partnership.

The Chinese government reacted strongly to former U. S. President Joe Biden’s attempts to strengthen ties with Europe, Australia, India, Canada, and others in order to counter China. Now it sees an opening to potentially loosen those connections, though it remains cautious about how far this can go.

For his part, Carney has emphasized trade during this trip, describing it as part of an effort to create new partnerships worldwide and reduce Canada’s economic dependency on the American market. Trump has imposed tariffs on Canadian exports and even suggested that Canada could become America’s 51st state.

The Canadian Prime Minister, who assumed office last year, aims to mend relations with China after years of tension under his predecessor Justin Trudeau.

The decline in relations began with the arrest of a Chinese tech executive at America’s request in late 2018 and was further strained by Trudeau’s government’s decision in 2024 to follow Biden’s lead in placing a 100% tariff on electric vehicles made in China. In retaliation for these actions and another 25% tariff on steel and aluminum, China has imposed its own tariffs on Canadian exports such as canola, seafood, and pork.

“If the Canadian side reflects on the root causes of the setbacks in bilateral relations over the past few years – the previous Justin Trudeau government’s policies to contain China in lockstep with the United States – it will realize that it can avoid the same outcome by upholding its strategic autonomy in handling China-related issues,” stated an editorial from state-owned China Daily this week.

“If Ottawa still chooses to subject its China policy to the will of Washington again in the future, it will only render its previous efforts to mend ties with Beijing in vain,” warned the English-language paper.

The government-run Global Times noted: “Perhaps it was the heavy price paid for blindly following the U. S. in imposing high tariffs on China that awakened Ottawa’s sense of strategic autonomy.”

Canadian officials have expressed hope that Carney’s visit will lead to advancements regarding trade but do not expect any immediate removal of tariffs.

Chinese experts believe there may be common ground between both countries concerning U. S. military actions involving oil-rich Venezuela that brought its president forcibly into New York for charges as well as Trump’s comments suggesting Greenland should fall under U. S. control.

“We can also see Canada’s current state of considerable unease towards the U. S.,” said Cui Shoujun, an expert on foreign policy and Latin America at Renmin University of China. “If the U. S. can claim Greenland, might it then lay claim to Canada?”

“He also predicted that Trump’s move against Venezuelan President Nicolás Maduro would empower Latin American countries’ autonomy against possible American interference.”
