OTTAWA – Kevin Brosseau isn’t shy about saying it: when he first became Canada’s “fentanyl czar,” he often faced jokes about the title.
It was early 2025, and U. S. President Donald Trump was gearing up to start a trade war with Canada, threatening hefty tariffs based on unproven claims of fentanyl being smuggled south. The Trudeau government rushed to respond forcefully at the border.
Then came the fentanyl czar. Or more formally, the Commissioner of Canada’s Fight Against Fentanyl.
To some observers, this new position seemed like mere political showmanship – a quickly crafted role designed to appease Trump. Fast forward eighteen months later, and the initial rationale behind his appointment has nearly vanished, even as tensions between both nations have increased. Trump’s complaints about fentanyl have spiraled into a back-and-forth tariff dispute worth billions. So what does Canada’s fentanyl czar actually do – and how did a role born from one crisis find stability within Ottawa’s bureaucracy?
The title certainly raised eyebrows domestically, Brosseau admitted in an interview with the Star at that time. Last month, in a more candid chat, he added that there was also some playful “ribbing” from his wife – as well as within Ottawa’s power circles.
“’Here’s a northern sceptre for you there, czar,’ as you walk through the hallway,” he quipped, referencing an apparent nod to the silver rod symbolizing royalty in “The Lord of the Rings” to describe some of the banter he’d encounter.
This may have helped him connect with Trump’s representatives on the matter. Initially with White House border czar Tom Homan, another veteran law enforcement figure; and since her confirmation earlier this year, U. S. drug czar Sara Carter, formerly of Fox News and currently Director of the White House Office of National Drug Control Policy.
“Czars get along really well together,” he noted.
“Whether or not it matters what it’s called, I believe it was crucial that everyone recognized their responsibilities clearly across all key players – and that’s been beneficial.”
However, not all czars serve identical roles.
Homan has concentrated on immigration policies controversial under this administration while Carter seems more focused on Mexico due to its larger contribution to drug inflow into the U. S. Her office didn’t respond when asked for comment.
Brosseau’s duties have shifted over time as well.
A review of his schedule during those initial months reveals consistent daily calls between senior staff from Canada’s Prime Minister’s Office along with national security leaders and Canada’s ambassadors to both the U. S. and Mexico.
In addition to enhancing cross-border cooperation regarding drug trafficking issues, he’s aimed domestically at fostering collaboration between health officials and law enforcement while providing guidance on federal border policy.

This March marked his entry into new roles as a senior National Defence official and leader of the Canadian Coast Guard along with its over 6,000 employees during an agency revamp that includes additional security responsibilities.
Rob Huebert from the University of Calgary described these new tasks for Brosseau as sensible given that precursors for fentanyl come into North America from overseas.
He referred to Brosseau as an “excessively capable individual,” calling him “the kind of bureaucrat who learns quickly” and “understands how government operates.” p >
Despite any visible changes or that fentanyl concerns aren’t grabbing headlines in Canada-U. S. interactions anymore , Brosseau insists that core issues still play a major role in his work , noting that his recent positions are quite complementary. p >
“When I gave up sleep , I became much more efficient,” he joked. p >
And any teasing around Ottawa has faded away. “I don’t get asked about it anymore at all,” he shared. p >
Given how “czar” has transitioned from Russian imperial royalty into American politics since the 19th century , it’s faced pushback over empowering appointed officials without appropriate oversight. Richard Nixon initiated naming an official “drug czar” during his war on drugs back in the ’70s , but this trend only intensified under Barack Obama followed by Trump. p >
When creating Brosseau’s position , Canadian officials were careful not to undermine existing ministers or federal agencies tasked with law enforcement responsibilities. “It’s not meant to take over authorities or accountabilities held by anyone legislatively,” Brosseau explained during our conversation. p >
“Keep in mind I’m neither a politician nor an agency head. So I hold this intermediary role where I can assist by brokering messages effectively,” he added. p >
This has led some people questioning its validity. During an appearance before a Commons committee last October , Conservative MP Rhonda Kirkland challenged Brosseau’s authority saying “it feels like the position was created solely to appease the Trump administration without any real intent” or authority attached.” п >
“There’s no doubt you’ll find skeptics wherever you go,” said Brosseau who began by stating his mission aimed at eradicating the “scourge” that is fentanyl within Canada while preventing any influx across the U. S.-Canadian border.
“But right from day one I’ve emphasized regardless of why I got appointed here; if anyone thought I’d be just another figurehead or merely represent something superficial-they were mistaken because I’ve genuinely cared about drug addiction issues along with community wellbeing for many years now-so I’ve taken this responsibility very seriously.”
