Kingston Area Salary Disclosure Highlights for 2025

Kingston Area Salary Disclosure Highlights for 2025

Implemented in 1996, the provincial Public Sector Salary Disclosure Act aims to “make Ontario’s public sector more accountable to taxpayers” and mandates that organizations receiving public funds from the province reveal the names, positions, salaries, and taxable benefits of those earning $100,000 or more in the previous calendar year, as stated by the Province of Ontario. The lists – commonly called the “Sunshine List” – must be made available to the public by March 31 each year and apply (but are not limited) to organizations such as:

Crown agencies Government of Ontario agencies Municipalities Hospitals Boards of public health School boards Universities and colleges

You can find more details about the Public Sector Salary Disclosure Act from the Government of Ontario here, along with access to the full 2025 disclosure (or any year dating back to 1996) here.

Since its inception, this act hasn’t considered inflation rates. Therefore, Kingstonist has set a benchmark of $180,000 for salaries mentioned in this article (up from last year’s $170,000 standard). For reference purposes, we’ve included data from last year’s 2024 Public Sector Salary Disclosure that we presented in three parts (covering local municipalities including police services, fire services, paramedic services; local healthcare and social service facilities; and local education personnel).

The breakdown for this year’s Public Sector Salary Disclosure will follow a similar format as before. We’ll provide information specific to Kingston and surrounding areas categorized by employer below while listing only the top ten earners for each one in descending order. Please note that salaries for employees at Royal Military College of Canada (RMC) and Canadian Forces Base (CFB) Kingston aren’t included since they are federal entities. Additionally, these organizations did not appear on any disclosure list for 2022 through 2025:

The United Way of Kingston, Frontenac, Lennox and Addington Kingston Frontenac Public Library Addictions and Mental Health Services of Kingston Frontenac Lennox & Addington Prince Edward-Lennox & Addington Social Services YMCA of Eastern Ontario

Furthermore, BGC South East is missing from this year’s disclosure even though it was listed previously.

Part Three will focus on educational institutions once .

Local hospitals, healthcare providers, and social services

Southeast Public Health

A total of 82 employees are recorded here with six individuals (7.32 percent) making $180K or more in 2025.

This isn’t directly comparable to last year due to Southeast Public Health merging three smaller agencies; however here’s how many were listed under those three former units during the previous disclosure:

Kingston Frontenac Lennox & Addington had 23 employees listed in 2024.

Leeds Grenville Lanark District Health Unit had 11 employees listed in 2024.

Hastings-Prince Edward Public Health had 15 employees listed in 2024.

This represents an increase from last year’s total where there were only 1 ,468 entries – among them were also78 who earned over$170k.
