A group of three developers looking to build a conference centre for the City of Kingston couldn’t come to an agreement with the city within the 120-day timeline set by the council.
The joint proposal from Patry Group, Milhaus, and Broccolini will be put on hold, and city staff will report back to the council later this year with suggestions on how to move forward with the project, as stated in a city news release.
The city has set aside about two acres of land in downtown Kingston, which is currently a surface parking lot next to Slush Puppie Place, for the planned conference centre and its associated facilities.
The concept of a downtown Kingston conference centre was first introduced back in October 2013. In February 2024, the council approved moving ahead with this idea and opened up a request for proposals process. Six proposals were submitted; however, only the bid from Patry/Milhaus/Broccolini made it past the second round.
According to MPP Steve Clark’s news release, Arctic Acres aims to construct a new manufacturing facility covering 30,000 square feet dedicated to creating ventilated structural insulated panels used within their year-round growing domes. These domes can vary from sizes ranging between 15 feet up to 42 feet across. The funds come via the Ontario Together Trade Fund established as a response against U. S. tariffs.
This decision was made during a recent planning committee meeting. Saru Gill Bajwa-land development manager at the city-told OBJ that they expect this proposal will be presented before full council on April 7 along with plans regarding subdivision applications.
In earlier developments last year (2024), they added approximately 100 acres into their west-end business park inventory; however much of that land is already allocated due primarily because of pending relocation plans concerning Kingston Health Sciences Centre.
Renfrew Nipissing Pembroke MPP Billy Denault commented within government statements asserting how critical this highway serves as an artery throughout Ottawa Valley significant towards maintaining regional economic stability.
Phase one regarding RFP closure date falls upon April17 whereas phase two wraps upon July10.

Opposition against proposed Alto train routes through eastern Ontario is growing. Cabn manufactures “smart homes” that are shipped flat-packed and assembled at sites intended for high-end resorts or remote communities. CEO Jackson Wyatt mentioned that they operate both profit-driven and non-profit divisions producing similar units under different goals. “Our non-profit mission is to build cost-effective, scalable housing solutions for municipalities, developers and builders,” Wyatt told OBJ while discussing plans for a 67-unit community being developed in Augusta Township. Wyatt noted Cabn has projects across locations from California to Cape Breton and is currently developing a six-storey building in Leeds-Grenville region.
