The City of Oshawa has released a Request for Proposals (RFP) seeking construction management services to lead a significant multi-year upgrade of the Tribute Communities Centre (TCC).

This project, which is estimated to cost around $50 million, marks a substantial investment in Durham Region’s leading sports and entertainment venue. The upgrades aim to improve the fan experience, enhance athlete facilities, and ensure that the center remains competitive for major events over the next 30 years.

As outlined in the procurement documents, the renovation will be done in phases and includes several key features:

Expansion of the main entrance to enhance crowd movement and accessibility.
Updated fan amenities featuring interior upgrades and modern concession areas. Increased seating capacity aiming for at least 7,000 seats.
Relocation of the Oshawa Sports Hall of Fame to a more visible location at the front of the facility. Improved athlete facilities designed to accommodate professional teams like the Oshawa Generals (OHL) and the newly relocated National Lacrosse League (NLL) Fire Wolves.

The city has announced that construction’s first phase is expected to start in 2026, with an initial funding estimate set at $20 million.

A key requirement for any successful construction management firm will be their ability to operate within a public venue that remains open. The TCC hosts over 300,000 visitors each year and must stay operational throughout all construction activities.

“This is a phased renovation and addition project at an occupied public event venue,” noted John Turpin, project and quality assurance manager for the City of Oshawa. “It includes pre-construction and construction services to support the delivery of the work while maintaining ongoing facility operations.”

The city is seeking firms with solid experience in large-scale renovations for institutional or assembly-use buildings. The chosen construction manager will collaborate closely with city staff as well as Oak View Group, who manages the venue during both pre-construction planning stages regarding schedule and budget adjustments.

The Tribute Communities Centre first opened its doors in 2006. This modernization effort comes after a landmark 30-year partnership agreement between the City, Oshawa Generals, and Oak View Group that secures this downtown landmark’s future.
