In 2025, over 400,000 public workers made more than $100,000, making it onto Ontario’s Sunshine List.
The list saw a seven per cent rise compared to 2024 when just over 377,000 individuals earned $100,000 or higher.
Ontario Power Generation led the way with the five highest salaries in the province. Former President and CEO Kenneth Hardwick earned $1.9 million, down from his salary of over $2 million in 2024. Current CEO Nicolle Butcher received $1.5 million.
The top five also included OPG’s Chief Nuclear Officer, Chief Financial Officer and Chief Projects Officer, who earned $1.09 million, $1.01 million, and $981,000 respectively.
CEOs from University Health Network and The Hospital for Sick Children were among those in the top ten as well.
Premier Doug Ford earned just under $270,000 this year, which is almost a $60,000 increase from 2024. Meanwhile, Olivia Chow’s income rose by $15,000 in 2025 to reach $240,000 as Mayor of Toronto.
Toronto Police Service Chief Myron Demkiw’s salary was over $445,000-more than a $50,000 increase from his previous year’s salary of $394,228. In contrast, Peel Regional Police Chief received $604,000 this year compared to his prior salary of $479,000.
The highest-paid executive at Crown agencies was Mark Fuller with an earnings of $826,235 as President and CEO of the Ontario Public Service Pension Board. He was closely followed by Ontario Health CEO Matthew Anderson at nearly the same amount of $826,000.
This list reveals the names and positions of high earners working within provincial government roles as well as schools, hospitals and police forces among other public sector areas.
Caroline Mulroney, President of the Treasury Board stated that retroactive payments along with collective bargaining outcomes and an additional pay period for some organizations all played roles in these salary increases seen in 2025.
“Over 50 per cent of this year’s growth was driven by municipalities which includes local police and fire services whose work continues to protect Ontario communities,” her statement noted in the press release.
A significant portion of those on this list are part of public service organizations such as school boards and health boards including hospitals.
The requirement for public sector salary disclosure set a threshold at $100,000 starting back in 1996-which according to Canada’s Bank inflation calculator would equal about $185,000 when adjusted for inflation in today’s terms for 2025 dollars.
