Ontario’s Sunshine List was released on Friday, showcasing the highest-paid public sector workers in the City of Ottawa.

Here are some of the top-paying public positions in Ottawa.

City of Ottawa

Employees from the City of Ottawa made up 5,181 entries on the Sunshine List, which included 366 bus drivers and 285 mechanics.

The city manager, Wendy Stephanson, topped the list with a salary of $455,234.16 and benefits totaling $7,997.76. Six other city officials also earned salaries exceeding $300,000, while 48 more took home over $200,000.

The Ottawa Public Library had 29 entries as well, including chief librarian Sonia Bebbington who earned $269,987.

A total of 1,779 members from the Ottawa Police Service (OPS) were listed. Chief Eric Stubbs received a salary of $392,930.02 along with benefits worth $22,190.65. Three deputy chiefs made over $300,000 each; another 98 OPS employees earned above $200,000.

Even though she left her position last July, former OC Transpo general manager Renée Amilcar received a salary of $251,326 in 2025. Her successor Troy Charter earned $234,701.03.

Mayor Mark Sutcliffe had a salary set at $213,920.80 while city councillors made about $135,000 each.

Health-care sector

The highest local pay recorded on the Sunshine List went to Cameron Love, president of The Ottawa Hospital; he earned $744,248.82 in 2025 plus an additional $21,949.29 in benefits. This placed him as having the 20th-highest public salary in Ontario.

Dominic Giroux served as president and CEO at Hôpital Montfort with a salary of $510,430.54 and benefits amounting to $1,316.44.

Guy Chartrand held the title of president and CEO at Bruyère Health with a compensation package that included a salary of $488,512.36 along with benefits worth $10,308.96.

The president and CEO at Queensway Carleton Hospital was Andrew Falconer who earned a salary of $406,123 alongside benefits totaling $1,406.01.

The top earner at CHEO (Children’s Hospital Eastern Ontario) was pediatric department head Pranesh Chakraborty with a pay rate of $400,000.15; CHEO’s president and CEO Vera Etches brought home a salary of $354,744.

Rebecca Auer served as executive director for the Ottawa Hospital Research Institute earning a total compensation package valued at $$51062693.$

Rob Beanlands was paid $$43732525$ for his role as president and CEO at University Of Ottawa Heart Institute.

Education

Facing budget challenges Algonquin College spent an extra $$3 million on wages for staff making over $$100K$ in2025. compared to last year.

The college has been under scrutiny after its board voted on March2. to cut seven programs while phasing out another23. it currently shows796. names on this year’s Sunshine List.

In total they received $$10356355452$ combined salaries and benefits in2025.

President Claude Brulé took home $$38812494$ along with $$58043$. while another21. Algonquin staff got salaries exceeding $$200K$.

For comparison Algonquin College issued totals around $$10052698453$ for salaries plus bonuses for those earning over<$100K$. among795. individuals last year.

Carleton University had1391. positions listed where their president Wisdom Tettey received pay valued at $$41950188$. together with added bonuses$$333872$.

At University Of Ottawa former dean Bernard Jasmin topped their payroll receiving$$474155$, joined by another2860. employees on this list.

The director responsible for education within the OCDSB (Ottawa-Carleton District School Board) Pino Buffone saw remuneration reaching$$32451592$, paired against accrued benefits reaching$$11500$.

< ocdsb supervisor Robert Plamondon appointed by province last June didn’t appear among listings nor did provincial authorities clarify why he wasn’t listed upon request.

Meanwhile Mary Donaghy led education efforts within Catholic schools garnering earnings equal to$$26711987$.
