Key Issues for Western Ontario’s New Warden Chair

The Western Ontario Warden’s Caucus meets every two months to discuss issues, work together on solutions and advocate for the region.

As he takes the lead of an advocacy group representing 15 counties in western Ontario, Oxford County’s top official says addressing homelessness and addiction are among the key challenges the group will tackle this year.

Marcus Ryan, who serves as the warden of Oxford County, was chosen to chair the Western Ontario Warden’s Caucus for 2026.

Most counties in Ontario function as upper-tier municipalities that manage shared services like roads and social services for their member municipalities. These are overseen politically by county councils made up of representatives from those municipalities who elect one of their members as a warden to lead the council.

The collective area covered by the 15 counties in western Ontario stretches from Simcoe County in the east to Essex County in the west and includes regions from Lake Huron to Lake Erie, serving about 1.6 million residents.

The caucus convenes every two months to discuss common issues, collaborate on solutions, and represent the region’s interests with provincial and federal governments.

Ryan, who is also mayor of Zorra Township within Oxford County, mentioned that his caucus has already pinpointed significant issues it hopes to address this year with homelessness and addiction at the forefront.

“A lot of people who are experiencing a lack of housing or homelessness are dealing with inadequately addressed mental health and addiction issues,” Ryan said. “Those are, to some extent, obviously related.”

Ryan stated that while provincial treatment hubs for homelessness and addiction recovery are a good start, there’s a need for more facilities along with increased funding to help house individuals transitioning away from homelessness through these hubs.

The hubs provide services tailored for individuals facing complex needs linked to addiction recovery and homelessness.

A pressing concern for many in western Ontario is also the impact of U. S. tariffs and potential tariffs affecting the area. Ryan pointed out that this uncertain economic environment creates unpredictability and risk for prospective investors.

“We are in a time of transition right now,” he said. “Historically in Southwestern Ontario there has been a workforce shortage; while that’s still true in many areas/sectors, economic uncertainty due to tariffs is negatively affecting investment and jobs particularly in sectors like (the) automotive (industry).”

Ontario hosts Canada’s auto industry with southwestern regions playing a major role since they include half of the province’s auto assembly plants along Hwy. 401 corridor alongside numerous parts manufacturers.

According to Ryan , rural Southwestern Ontario is experiencing rapid growth ; he noted houses have been built quicker per capita than many urban areas. However , developing adequate services to support this growth remains an issue.

“ We are struggling , not just with municipal services alone , ” he said. “ There are so many people who don’t have access to primary health care or whose children attend school using portable classrooms. You might think we can accommodate growth , but when it comes so fast , everything struggles to keep pace. ”

Brant and Norfolk are among those represented within this caucus. Norfolk Mayor Amy Martin served as chair during 2025.

Returning as vice-chair for regional efforts in 2026 is Kevin Marriott , warden of Lambton County also serving as mayor of Enniskillen Township , who emphasized that both homelessness and economic development remain high priorities for their group.
