Many individuals are eager to take on the role of mayor in Windsor – but what does that title really entail?
With just under three weeks until election day and advance voting starting this weekend, the race for Windsor’s mayor is heating up.
You might think it’s easy to explain what a mayor does. Right?
“Actually, it’s quite a complex position,” said Joseph Lyons, a professor from Western University’s political science department and director of their local governance program.
“Generally speaking, the Municipal Act outlines it. The mayor serves as the head of council, and under Ontario’s Municipal Act, they also hold the unusual title of Chief Executive Officer [of a municipality].”
There are also “ceremonial roles,” along with duties related to setting agendas and providing leadership, Lyons mentioned. “When interacting with other governments, for example, the mayor acts as the main representative for the municipality.”

Windsor’s municipal website states that the mayor oversees all council meetings and ensures “that laws governing the municipality are properly executed and obeyed.” According to the website, ensuring city policies are implemented is a “primary responsibility” of the mayor.
Additionally, as CEO of the municipality, they have corporate responsibilities which include having “ultimate authority over directing municipal spending priorities based on local needs and preferences.”
However, since many Ontario municipalities last held elections, changes have occurred: The introduction of strong mayor powers has significantly altered things,” added Lyons.
Now mayors can present budgets to council, hire or fire senior administrators, determine committee structures and appointments, and even veto council decisions – meaning that being Windsor’s mayor now carries “more power and authority than has historically been associated with mayors in Ontario,” according to Lyons.

Mayoral Candidates Share Their Views
Windsor mayoral candidate Kat Pasquach believes that a key part of being a mayor is “listening carefully to residents’ voices in our community.”
“I think a responsible mayor should unite those voices and lead effectively so everyone feels represented,” Pasquach told CBC.
Another candidate for mayor, Fred Francis who has served three terms as city councillor also sees this role as one focused on both leadership and collaboration: “It’s probably the most significant elected position in our city.”
“A good mayor must collaborate with everyone involved – provide leadership among council members while working closely with administration – fulfilling community expectations,” Francis explained.

Incumbent Drew Dilkens who seeks re-election for his fourth term pointed out some responsibilities associated with this role.
“As Mayor in Windsor , I’m accountable for managing an annual budget amounting to $ 1. 2 billion , guiding Council towards delivering services efficiently , while keeping an eye toward long-term goals ” , Dilkens shared with CBC.
“It ’ s vital that we make investment choices today ensuring our city thrives tomorrow , drawing inspiration from best practices elsewhere ” , he continued.
“Ultimately though , I serve as CEO here – being accountable first above all else directly toward our residents ”.

Mayoral hopeful Dylon Graves wrote expressing his belief about how crucial it is that any prospective candidate should function mainly serving their community ‘s interests by addressing issues hindering overall well-being. p >
His email response relayed :“The job entails making people happy.” p >
Another candidate Louis Vaupotic similarly responded asserting how important equitable taxation approaches alongside fairness would be aspects integral within fulfilling obligations required from one holding such esteemed office like theirs ! p >
In addition Nick Kolasky voiced thoughts emphasizing acting consistently always considering constituents’ needs whenever possible too! P >
