A Liberal MP is urging for more protections as the Carney government pushes to expedite construction of significant projects like pipelines, mines, and ports.
Liberal MP Patrick Weiler addressed the House of Commons on Tuesday night, breaking from party lines on the Building Canada Strong Act, Bill C-39.
This indicates that worries are starting to emerge within the Liberal caucus regarding the Carney government’s modifications to Canada’s environmental laws.
Weiler pointed out what he considers C-39’s flaws but refrained from directly calling for changes to the bill.
Among the concerns raised by the MP: excessive power given to ministers to exempt projects from environmental regulations, tight timelines which could hinder Indigenous communities and NGOs from providing meaningful feedback, and permitting construction before an environmental assessment is finalized.
Weiler represents West Vancouver-Sunshine Coast-Sea to Sky Country. It’s a large federal riding where environmental issues, especially surrounding another pipeline heading to the Pacific coast, resonate strongly.
Weiler Balancing Concerns
While navigating a delicate political situation in the House, Weiler expressed his criticisms while still supporting the bill’s main goals.
“We need the infrastructure that will connect Canadian products to new markets and make our economy more resilient,” he stated. “However, there is an important question we need to ask: Can we build faster without lowering the bar?”
Weiler believes it’s possible – adding that he supports the overall “direction of this legislation” but insists on including more safeguards.
He raised concerns about how a future non-Liberal government might misuse the new powers granted by this bill to ministers and cabinet members.
“Given that the powers in this bill would be permanent, it is important that where new flexibility or discretion is created, Parliament instils clear and transparent processes,” Weiler remarked during his speech.
The Carney government describes C-39 as one of the most crucial economic pieces of legislation in decades, allowing regulators and ministers to approve projects within one year.

The federal government is advocating for Bill C-39 to accelerate approvals for major energy and infrastructure projects. Environmental organizations caution it may weaken protections for water and wildlife; however, Ottawa asserts safeguards will remain intact.
The legislation also modifies Canada’s Labour Code, causing frustration among unions.
This bill permits ministers to consider “technical, economic and practical” factors when approving construction in sensitive areas.
Weiler expressed concern that this new economic perspective could lead decision-makers away from environmental protections due to high costs.
He pointed out that implementing a plan for caribou protection should not be influenced by financial considerations when determining whether a species or its habitat needs safeguarding.
“[Economic feasibility] should not become a substitute for achieving the environmental outcome,” Weiler stated.
Weiler appeared concerned that proposed changes mean communities would have less time to understand impacts and respond during environmental assessments – typically a chance for those who live nearby to voice their opinions.
“Large proponents can have teams of consultants, scientists, engineers and lawyers, while smaller communities, local organizations and First Nations may not have that same capacity,” Weiler said.WATCH | More about Bill C-39:

The legislation also allows construction activities before receiving final approval from federal authorities. This early work is limited preliminary activities deemed in public interest by environment minister.
For Weiler , wording feels too ambiguous.
