Perth Golf Course Housing Redevelopment Gets OLT Approval

The ongoing case at the Ontario Land Tribunal (OLT) regarding the redevelopment of the old Perth Golf Course has wrapped up, allowing the project to enter its final planning phase.

On September 3, 2026, the Town of Perth announced a settlement had been reached between the town, Lanark County, and CAIVAN (Perth GC) Limited, the developer. This OLT case was focused on redeveloping the roughly 300-hectare site located at 141 Peter St., known as the Western Annex Lands.

Town officials stated that during a virtual OLT hearing on August 6, they presented the settlement, which led to the tribunal’s approval of revised plans.

The appeals were filed because neither the Town of Perth nor Lanark County made decisions on requests for an Official Plan Amendment, Zoning By-law Amendment, and Draft Plan of Subdivision in time. CAIVAN first appealed these applications back in 2023, and later they were consolidated for review by the tribunal.

This redevelopment aims to turn the former golf course into a mixed-use community that includes various housing options such as single-detached homes, townhouses, stacked townhouses, alongside commercial spaces and areas for recreation and environmental use. There will also be a dedicated block for affordable housing.

According to OLT records, this site currently comprises lands from a former golf course along with forests, wetlands, and meadows. Access is provided via a single-lane bridge over Peter Street crossing Tay River.

As reported earlier, this proposal faced extensive public feedback during its appeal process. The OLT noted that 53 individuals received participant status and raised issues related to environmental effects, affordable housing availability, archaeological findings, transportation infrastructure including bridges and potential impacts on downtown Perth’s economic health.

To address these concerns effectively, all parties engaged in mediation facilitated by OLT throughout 2025. This led to an updated development plan and new planning documents that form part of the final approved settlement by OLT.

In their decision document, OLT indicated that both revisions made in plans and settlement tools tackle concerns raised by relevant municipal authorities as well as input from participants and agencies involved throughout
the planning stages and appeal processes.

“Each of these issues is addressed in the Settlement to the satisfaction of the relevant municipal authority or permitting agency and is secured through planning instruments with various zoning holds and conditions,” states their document.

With this decision finalized by OLT now in place, next steps involve moving forward with remaining municipal planning requirements for subdivision.

While there won’t be further chances for public input specifically about this OLT decision anymore , town officials emphasize residents can still offer feedback during future environmental assessments concerning proposed bridges or other aspects as development progresses through Perth’s building approval process.
