On August 29, officers discovered a body at a residence located on Crowder Road in Spencerville. The incident was initially categorized as suspicious before authorities identified the victim as Chelsea Swinwood, prompting a shift to homicide investigation. Swinwood had been reported missing after being seen for the last time on August 22 in nearby Prescott. This past Thursday, OPP announced the arrest of Justin Donovan-Biscope and charged him with second-degree murder along with indignity to a body. He is set to appear back in court on Friday.
