On Wednesday, Jul. 22, 2026, the Ontario Provincial Police (OPP) shared details about “Project Time: Striking Back Against Child Exploitation,” a province-wide initiative that involved many different police departments and units throughout Ontario. This project was part of the Provincial Strategy to Protect Children from Sexual Abuse and Exploitation on the Internet, also known as the Provincial Internet Child Exploitation Strategy, according to the OPP.
The initiative was described as “a coordinated effort to identify and apprehend those who prey on children,” with investigators focusing on individuals who create, possess, or distribute child sexual abuse material (previously called child pornography). The OPP noted that victims identified during this initiative were “safeguarded,” receiving “appropriate support provided to those impacted.”
The OPP outlined the project’s results with these numbers:
51 victims identified63 individuals charged213 charges laid814 electronic devices seized264 criminal investigations conducted154 ongoing investigations
Among those charged in this operation, two held “positions of trust and authority in their communities,” while eight were repeat offenders, according to police.
“Project Time is a testament to the dedication and commitment of law enforcement professionals across Ontario and Canada to protect children from exploitation,” Detective Staff Sergeant Tara Clark, Lead of the Provincial Internet Child Exploitation Strategy, stated.
“The results of this operation demonstrate the power of collaboration, the strength of the Provincial Internet Child Exploitation Strategy and the relentless pursuit of those who prey on the most vulnerable.”
In Kingston, Frontenac, Lennox and Addington (KFL&A), four residents were charged through Project Time. All four are from Kingston. Some accused individuals cannot be named due to publication bans issued by the court, as per OPP’s statement.

Thomas Rogers, 35, of Kingston:
Two counts of failure to comply with a prohibition order
Rogers has been released from custody and is set to appear in court on Tuesday, Jul. 21, 2026. No information regarding his court appearance outcome was shared.
James Glenn, 79, of Kingston:
Two counts of possession of child sexual abuse and exploitation material Two counts of accessing child sexual abuse and exploitation material Two counts of making available child sexual abuse and exploitation material
Glenn has been released from custody as well; he is scheduled for court on Tuesday, Jul. 21, 2026. The result from that date hasn’t been disclosed.
Minyang Fan, 24, of Kingston:
Two counts of possession of child sexual abuse and exploitation material Accessing child sexual abuse and exploitation material Making available child sexual abuse and exploitation material Five counts of failure to comply with a release order
Police reported that Fan was released from custody too; he’s expected in court on Tuesday, Aug. 4, 2026.
Yuheng Dai, 26 , of Kingston:
Possession of child sexual abuse and exploitation material Three counts of failure to comply with a release order
Dai has also been released from custody with a court date set for Tuesday , Jul.21 ,2026; however , no specifics about that appearance were given.
The Provincial Internet Child Exploitation Strategy includes members from the OPP Child Sexual Exploitation Unit along with municipal police services (including Kingston Police), Ministry of the Attorney General , Ministryof Solicitor General , and Victim Servicesof Stormont, Dundas , Glengarry, and Akwesasne via Ministryof Children , Community, and Social Services.
