The Cedar Crescent Village (CCV) project at the Port Elgin waterfront is about to kick off.
The Town of Saugeen Shores has been informed by 2706913 Ontario Inc. that construction will commence on January 3, 2025.
This project is a public-private collaboration that brings together commercial, recreational, and community spaces. The plans include retail shops and dining options, a gamespace for fun activities, an indoor farmer’s market that also serves as a concert and event venue, along with various other amenities.
Mayor Luke Charbonneau highlighted how significant this development is.
“With this development, we are continuing to build an outstanding waterfront destination that supports both community needs and economic growth,” he said. “Cedar Crescent Village is a cornerstone of our Waterfront Master Plan.”
The phased construction of the project has already received multiple regulatory approvals. Building permits for both the north and south phases were granted in March and December, respectively, finalizing structural designs while ensuring adherence to Ontario’s building codes. The Saugeen Valley Conservation Authority and the Ministry of Environment, Conservation and Parks have also approved the project and issued a Permit to Take Water in 2022.
Phase One will focus on the north building which will have public restrooms, an ice cream shop, and a partially enclosed “gamespace” for year-round activities. Phase Two will include a restaurant as well as the indoor market space. Construction must adhere to a two-year completion timeline from when the initial building permit was issued.
Even though there have been some criticisms and legal challenges surrounding the CCV project over time, the Town has stood firm in defending its processes. Critics-including local residents and legal experts-have voiced concerns regarding how surplus land declarations and lease agreements were managed. However, in 2023, the Ontario Superior Court dismissed a lawsuit affirming that the Town’s procedures were valid.
