OTTAWA – With a flower pinned to her lapel, the Iron Lady made her case for privatization by appealing to everyday people and their sense of empowerment.
“Popular capitalism,” Margaret Thatcher termed it, suggesting that selling state assets would bring the benefits of ownership to more individuals and lead to a wealthier United Kingdom.
“Millions have already become shareholders,” the U. K. leader proclaimed at her British Tory convention in 1986. “And soon there will be opportunities for millions more.”
Her administration promptly dismantled the state-owned British Airports Authority. By the next year, Heathrow, Britain’s largest airport, was among those transitioned into private ownership as part of a new publicly-traded entity.
The global appetite for free market policies surged during that time. In Canada, government-operated Air Canada underwent privatization. The process to sell Petro-Canada started in 1991, followed by Canadian National Railway going public in 1995. However, airports remained untouched by similar privatization efforts.

Since indicating last fall that it would explore “options” regarding airport privatization, the Liberal government has been somewhat vague about its intentions. Last month, Prime Minister Mark Carney hinted that they might allow foreign investors to acquire stakes in Canadian airports, which experts believe could be valued at tens of billions of dollars.
While not exactly Thatcher-style “popular capitalism,” Carney’s approach does carry its own populist angle. His government is establishing the “Canada Strong Fund,” a $25-billion reserve funded through borrowed money that Ottawa plans to use – potentially augmented by raising funds through federal assets like airports – for investments in factories, energy initiatives, mines and more. Canadians could also contribute their funds so everyone can “own a small piece” of developments Carney insists will bolster the economy and reduce reliance on the United States amidst Donald Trump’s trade tariffs and discussions about annexation.
Some investment firms have expressed interest in this idea while Carney’s top bureaucrat has previously advocated for allowing private investment in airports.
However, full-scale privatization akin to what happened in 1980s Britain raises eyebrows among some economists and business professionals. There isn’t an active demand from any group for such a sell-off. Critics argue that altering Canada’s unique airport ownership model could be unwise and may result in increased costs for airlines and passengers alike.
“We need to watch out for short-term thinking,” said Barry Prentice, a professor at the University of Manitoba’s Asper School of Business.
“There are numerous ways for governments to secure funding without resorting to selling off key assets.”

How does the current model work?
For over four decades now, major airports like Toronto Pearson have been managed differently than those elsewhere around the globe.
