Group of Four Sought in Whitby Break-ins

Authorities are on the lookout for a group of men whom Durham police believe are connected to a series of at least 20 break-ins throughout Whitby.

From November 2025 to February 2026, officers began investigating four suspects linked to numerous break-and-enters.

The initiative “Project Sonoma” was started to focus on this small organized crime ring.

According to investigators, the suspects would gain entry into homes by breaking rear sliding glass doors and primarily aimed for high-value items in the master bedroom.

Police have shared images of the suspects involved.

Ion Dulceanu, 25, from Toronto is wanted for 20 counts of break-and-enter.

Madalin-Florin Moldoveanu, 31, also from Toronto is wanted for 20 counts of break-and-enter.

Ionel Dumitru Dumitru, 52, residing in Toronto is wanted for 20 counts of break-and-enter.

Victor Duduianu, 55, from Oshawa is currently detained by another police service and like the others faces charges for 20 counts of break-and-enter.

All four men are facing similar allegations from other law enforcement agencies as well.

Moldoveanu, Dulceanu, and Duduianu face at least 21 charges with Halton Regional Police.

Dumitru and Duduianu are up against at least six charges with York Regional Police.

Moldoveanu, Dulceanu, and Duduianu have been charged with at least 39 offenses with Toronto Police.

Investigators are urging the suspects to reach out to legal counsel and surrender themselves to authorities. Anyone aiding these individuals in avoiding capture will be charged under the Criminal Code of Canada and prosecuted fully.
