There’s a new resource for individuals facing addiction, homelessness, or mental health challenges in Durham.

The province inaugurated a Homeless and Addiction Recovery Treatment (HART) Hub in Whitby on Friday. This is one of 28 hubs planned to open across the province and marks the first of two set to launch in Durham.

“We are building a stronger, more connected system of mental health and addictions care that better reflects the needs of communities and focuses on lasting recovery,” said Vijay Thanigasalam, Associate Minister of Mental Health and Addictions. “The opening of this new HART Hub will ensure that people struggling with mental health and addictions challenges in Durham Region can access support services that prioritize their path to recovery and strengthen community safety.”

The government states that HART Hubs link individuals to various comprehensive treatment and recovery services such as primary care, mental health support, addiction treatment, social services, and employment assistance.

The Whitby HART Hub will provide services in partnership with organizations like the Durham Community Health Centre (DCHC). The DCHC will lead the Whitby HART Hub’s efforts by collaborating with other partner organizations to offer these services.

This hub unites a network of clinical, social service, and care providers focused on delivering tailored services based on local needs including:

Mental Health and addiction support Primary Care System navigation to assist individuals in finding necessary services Health promotion Peer support Case management Transitional housing

Services at the Whitby HART Hub are currently being offered through an interim location at the DCHC Oshawa site while plans for a permanent site are underway for opening in 2026-27.

The second HART Hub in Durham Region is situated in Oshawa, developed alongside the Canadian Mental Health Association Durham, with expectations for it to open in spring 2026.

In 2026-27, enhanced services will include mobile units offering basic-needs assistance as well as primary care options, outreach programs for addiction support, group programming sessions, around-the-clock supportive recovery beds, supportive housing solutions, and mental health consultation services.

DCHC announced via Facebook that the Whitby HART hub will operate on an “outreach and mobile basis.”

“The launch of this HART Hub is an important step forward in how we support residents experiencing homelessness and addiction,” said John Henry, Regional Chair and Chief Executive Officer of the Regional Municipality of Durham. “Through our partnership with Durham Community Health Centre and our many community partners, we are bringing coordinated wraparound supports to those who need them most. This collaborative approach paired with Durham Region’s commitment to supportive housing will deliver better outcomes and help our communities thrive.”
