After spending years behind the scenes in Conservative party politics in Britain, Steve Hilton has successfully passed a key test as a candidate: securing a place in the November run-off to potentially become California’s next governor.
This result was uncertain under California’s open primary system, which allows the top two candidates to advance regardless of their party affiliation, especially considering the difficulties of campaigning as a Republican in one of the most reliably Democratic states.
Hilton, who has built an impressive resume since moving to the U. S. 14 years ago with roles as an entrepreneur, policy analyst, and Fox News host, ran a vigorous campaign and is poised to finish just behind Xavier Becerra, the former attorney general of California and current U. S. health secretary.
From the beginning, Hilton pledged to revitalize a California Republican party that hasn’t seen success in statewide elections for two decades. He advocated for drastic changes to address issues like rising living costs, housing shortages, and other problems he attributes directly to 15 years of uninterrupted Democratic leadership.
As California’s notoriously slow vote counting reached its one-week mark on Tuesday, it became evident that Tom Steyer, the progressive billionaire finishing third, was too far behind to catch up. By Tuesday evening, Hilton had garnered 25% of the votes-2.9 points trailing Becerra and 2.4 points ahead of Steyer.
Although winning in November remains challenging for him, Hilton has rallied a diverse group of supporters that includes working-class voters, Latino small business owners, religious conservatives, and Silicon Valley tech leaders-all eager for change in a state where many believe things are heading in the wrong direction according to recent polls.
With his bright yellow T-shirts and engaging speaking style that feels relatable, Hilton has branded himself as an approachable Republican-similar to how he helped elevate David Cameron into power back in 2010.
This persona has attracted many conservative Californians while raising eyebrows back home where he often channels his satirical character Stewart Pearson from The Thick of It. He even uses his British accent as a point of pride by emphasizing that he is a legal immigrant rather than an undocumented one criticized by mainstream Republicans.
However, challenges remain daunting for Hilton-especially with Donald Trump’s presidency bringing low approval ratings and making 2026 look tough for any candidate with an R next to their name.

Hilton received Trump’s endorsement and claims personal connections with several cabinet members-a boost that helped him outshine other notable Republicans like Chad Bianco from Riverside County. Yet now he must navigate this association carefully in a state where Trump’s popularity lags around 10 points below the national average.
Based on his post-election appearances so far, it seems he’s already starting to shift away from Trump while trying hard to demonstrate what he’s emphasized throughout his campaign: that he’s practical rather than ideological and can connect with voters across different perspectives.
“When people say how are you going to win in California as a Republican? My question is how will a Democrat win based on their record?” he told reporters in Sacramento after election day. “We’re offering change-which is what most Californians want.”
In the final stretch leading up to the primary election campaign trail; when pressed about who won the 2020 presidential race; Hilton avoided giving direct answers-a stance interpreted as alignment with Trump who hasn’t accepted Biden’s victory during his first term.
However three days post-primary; Hilton stated something many Republicans have hesitated about previously: “Everybody knows that President Joe Biden won the 2020 election-and I don’t think there’s any doubt about that,” he shared with an LA public radio station.
Likewise; he distanced himself from Trump’s unfounded claims regarding rigged elections within California: “I’m sure every other campaign has lawyers standing by ready if there’s anything untoward,” said while addressing similar concerns; “but so far we haven’t seen anything meeting those standards.”
