For five months, Ottawa police investigated an unlicensed after-hours venue operating in the downtown area following several complaints from locals.

More than a dozen charges were brought against 10 individuals and two companies related to an illegal operation on the 100 block of Rideau Street. In September, officers started looking into the case after residents reported that a premises without a license was believed to be functioning as an after-hours bar.

During the investigation, police carried out witness interviews, thorough video reviews, and examined various documents. Additional follow-ups were made with those running the business, leading to 21 individuals being identified as linked to the operation. Police executed multiple search warrants, resulting in seizing electronic evidence such as CCTV equipment, which included nearly 100 hours of footage for review as part of this case.

Ottawa fire services, bylaw enforcement, and the Alcohol and Gaming Commission of Ontario were also involved.

Ultimately, investigators found that the business was unlawfully serving alcohol, operating a shisha lounge without proper licenses, employing unlicensed security staff, and not adhering to fire safety regulations.

Eleven individuals remain unidentified; however, 10 are facing charges along with two companies. A total of 85 provincial notices have been issued alongside four Criminal Code charges.

“The OPS recognizes the concerns raised by licensed business owners regarding illegal after-hours establishments operating outside regulatory requirements,” police said in the release. “The OPS will continue working with regulatory and enforcement partners to ensure compliance and community safety, in alignment with its strategic vision of being a trusted partner in the community.”
