[ad_1]Read: 4 minOttawa has recently rolled out a four-year plan to increase child-care funding for Ontario, but advocates are saying the deal doesn’t go far enough. On Sept. 29, Ottawa revealed it would provide nearly $12 billion over four years for Ontario’s subsidized child-care program starting in 2027. This adds to the $13.8 billion given to Ontario since the program began in 2021.The new funding will keep fees in subsidized child-care spaces capped at $22 a day until June 30, 2027.While this announcement gives parents some assurance until the end of the school year, it lacks specifics on how to enhance the subsidized child-care program, according to Andrea Hannen, executive director of the Association of Day Care Operators of Ontario.“Until the federal program is reviewed and redesigned, it’s going to be very, very difficult for Ontario to meet its space creation targets,” she said.Unmet targetsThe Canada-wide Early Learning and Child Care program kicked off in 2021 with aims of creating 250,000 new child-care spots by March 2026 and lowering parents’ fees to $10 a day.Unfortunately, those goals have not been achieved. Last year, an auditor general’s report indicated that only about 112,000 spaces were created by March 2024. Additionally, just five provinces and all three territories managed to hit the $10-a-day target by this date.Ontario is also falling behind its objectives. Last year, the province’s auditor general reported that only 36,000 new spaces had been added when they had committed to adding 86,000 by March 2026.However, average child-care fees in Ontario have improved. Before 2022, families paid an average of $48 a day; now it's down to $19.Some providers believe that the way the program is set up makes it hard for growth. In Ontario, for instance, seventy percent of spaces in the national program must be within non-profit facilities.Ron Craig, president of Child Ventures Early Learning Academy explains that limitations on for-profit centers have made it challenging for his center to grow.Child Ventures is a for-profit company offering care to nearly 2,000 children across thirteen locations in Ontario; eleven of these are part of the national initiative.“I’ve had very limited ability to open centres over the last five years,” he said.Craig supports what the national program aims for but notes that its implementation has been “choppy.” Thank you for being a paid subscriber. (Ontario’s auditor general found there isn’t centralized data about waitlists for this initiative.)Craig mentions that managing this national program can be burdensome as interpretations of funding guidelines vary regionally-leading to inconsistencies regarding how he can use funds for building maintenance or hiring staff. The program “can be fixed,” Craig believes. He feels this means letting more private operators join in on this initiative.Calls for reformKrystal Churcher from the Association of Canadian Early Learning Programs argues that greater focus needs to be placed on families struggling to find child-care spots. She pointed out significant gaps in their announcement: it failed to outline how issues within child care will be resolved.“We should start having some real conversations about all of the families who are outside of this program right now,” Churcher noted as she also operates a childcare service in Alberta.Federal Minister Patty Hajdu mentioned at a provincial announcement that currently there are around nine hundred thousand children enrolled in federally funded programs while census data from 2021 indicates over two million children under age five exist across Canada.Churcher insists reforms are needed so more low-income families can access affordable childcare options and suggests attaching funding directly with families instead of centers-allowing parents themselves apply for assistance when needed.‘Huge red flag’Yet not everyone thinks that's a good approach.Morna Ballantyne , executive director from Child Care Now advocacy organization , states past federal childcare allowance programs led "parent fees soar upwards putting costs out-of-reach". Many centers struggled financially as she describes. She says such adjustments would represent "a major step backwards", commenting via email correspondence with Canadian Affairs. However , Child Care Now expresses "deep concern" since there were no commitments towards new childcare opportunities nor addressing qualified early childhood educator shortages within their announcement.Like Ballantyne , Amber Straker views lack attention toward early childhood educators as "huge red flag".New childcare facilities can only operate if there's skilled staff present looking after kids there said Straker who's also executive director at Association Of Early Childhood Educators Ontario.“We can build those spaces we need," she commented. “But if we do not have an [early childhood educator] working inside … then we're left with empty rooms."The auditor general found back December twenty twenty-three marked twenty-seven percent unfilled slots across initiatives due either vacancies or non-operational ones. They reported needing around ten thousand extra early childhood educators available staffing newly opened spaces too.For her part , Straker asserts nonprofit sector stands ready willing help fulfill demands pressing towards providing essential care properly funded appropriately. At press conference detailing funding extension minister education Paul Calandra stressed stability offered through these arrangements along declaring intent continuing efforts progress meeting goals established before them."Today’s announcement isn’t about solving all issues confronting country'schildcare", he emphasized."It focuses giving assurance showing.. families residing Ontariothat they're dedicated making life manageable economically speaking".Our work is not possible without subscribers.
