The Town Council of Oakville in Ontario, Canada, has given unanimous approval to The Rose Corporation’s Official Plan Amendment (OPA) and Zoning By-law Amendment (ZBA) for a significant redevelopment at 420 South Service Road East.
This project, located on the former General Electric (GE) manufacturing site just east of Trafalgar Road, is said to be the largest redevelopment area in Midtown Oakville.
The vision involves transforming the 27-acre brownfield site into a well-planned, high-density, mixed-use community.
According to The Rose Corporation, this development aims to provide around 5,600 homes across 14 buildings once fully built out. It will also feature substantial ground-floor retail spaces, various non-residential options, and about five acres set aside for parks and open areas.
Improved transit access is a key aspect of the project. Plans include establishing a new transit stop within the development itself that will be serviced by both the upcoming Trafalgar Road Bus Rapid Transit line and regional GO bus services.
The Oakville GO Station, which is recognized as the second-busiest station in the GO Transit network, is located within roughly a ten-minute walk. This provides future residents with various transportation options.
The council’s approval came after positive recommendations from municipal planning staff and strong support from local resident associations.
Throughout the planning phase, The Rose Corporation engaged in thorough discussions with town staff, council members, and residents to incorporate their feedback into the proposal.
Comments during the council meeting highlighted how well the developer engaged with the community and how consistent the project was with Oakville’s broader vision for Midtown.

Design inspirations for this project draw from Oakville’s established downtown streetscape. Features will include an integrated park loop, a retail-focused “high street,” two public plazas, a “Bentway-style” activated underpass, and a timber-beam pedestrian bridge offering safe passage over a planned arterial road.
To oversee design aspects of this site, the company has partnered with architects Graziani & Corazza, lanscape architects SLA, and Allies and Morrison.
Construction is expected to start in late 2027 , focusing first on building purpose-built rental apartments.
