Brampton, Ont., resident Navjeet Singh has been charged with two counts of harmful operation of a motorized vehicle inflicting loss of life in addition to obstructing a peace officer.
Police say officers have tried to find the 25-year-old in Winnipeg however have been unsuccessful.
Police have been referred to as final week to a rural space west of Altona, Man., the place a sport utility car had collided with a semi-trailer that didn’t cease at a rural intersection.

Police say the deceased woman was 35.
