Major Tower Project in Mississauga Raises Concerns
Proposed 40 to 49-storey towers 'far exceed' heights in Mississauga neighbourhood: report

A proposed development featuring eight towers next to a Mississauga GO station has heights that “far exceed” those of nearby buildings.

Last fall, Infrastructure Ontario unveiled plans for around 3,000 residential units across eight towers adjacent to the Cooksville GO Station. Designed by Arup, these towers will range from 28 to 49 storeys high.

This project is part of the provincial “Transit-Oriented Community” initiative launched in 2019, which aims to create mixed-use developments near transit hubs, according to a planning justification report from Infrastructure Ontario obtained by INsauga. com.

The proposed Cooksville GO Station development will cover two properties totaling about 21,000 square metres. These sites are currently Metrolinx-owned surface parking lots.

Being an Infrastructure Ontario project, this development doesn’t require approval from the Mississauga City Council. Instead, approvals will be secured through a Ministerial Zoning Order issued by the Ministry of Municipal Affairs and Housing.

However, the proposal has been submitted to the city for feedback, as noted in a report for the Feb. 23 Planning and Development Committee meeting.

Concerns regarding building height, interaction with Hurontario Street, pedestrian wind conditions and sun shadow effects, Mi Way service and traffic issues must be addressed before planning staff can endorse the project, according to the report.

The height of these towers significantly surpasses that of other buildings in the vicinity.

The two sites involved are referred to as the East Site located on John Street and Hurontario Avenue and West Site situated on Hillcrest Avenue.

On the east side, tower heights include 42, 49, 40 and 46 storeys.

On the west side, there are towers measuring 44, 38, 32 and 28 storeys.

The current Mississauga Official Plan allows for maximum building heights of up to 30 storeys on eastern lands and up to 25 storeys on western lands. Recent approvals have increased permissible heights on eastern lands to a maximum of 35 storeys while changes allow developments exceeding maximum limits by three extra storeys for non-residential uses above ground level.

Nonetheless , the proposed heights set forth by Infrastructure Ontario “far exceed the City’s built form vision for the area and recent neighbouring approvals,” states the report.

“Staff are concerned with the precedent setting nature of such deviations in height from MOP (Mississauga Official Plan) permissions and intrinsic implications on land speculation in surrounding areas. Further discussion with IO (Infrastructure Ontario) is required in this regard,” notes the report.

Other concerns include findings from a wind study indicating “unsafe” and “uncomfortable” wind conditions within public spaces as well as open areas associated with this development , according to observations noted.

Additionally , there’s “missing/requested” information regarding traffic flow and public transportation.
