A plaza in Mississauga that’s become popular with locals is now the subject of new recommendations from city staff aimed at further limiting restaurant spaces.

The suggestions were part of a report shared with the city’s planning and development committee on Monday, where community members also proposed modifications to help ease crowding.

As explained by city planner Trista James, the report revealed that parking experiences “constrained conditions” during peak times on weekends and evenings, as people flock to both dine-in and take-out restaurants, leaving little room for any increased demand.

The study looked at parking across Erin Mills Centre to the north and Platinum Centre to the south, which together form Ridgeway Plaza located at Ridgeway Drive and Eglinton Avenue West.

“The study found that parking across the Ridgeway Plaza lands is operating close to capacity, with heavy congestion and full occupancy near restaurant clusters during busy evening and weekend periods,” the report states.

Among staff recommendations is a change to zoning bylaws that would reduce the size of restaurants in Ridgeway by 15 percent from their current levels. Existing restaurants and take-outs can continue operations but won’t be allowed to expand further.

Ridgeway features 115 restaurants, making up most of its land use. Out of 151 units at Erin Mills, 63 are restaurants, while Platinum has 52 out of its 126 units used for dining.

However, due to the high number of restaurants along with associated parking issues and foot traffic, Mississauga has received 112 complaints since 2022.

The complaints include problems like parking congestion, unauthorized activities, waste storage issues, and noise disturbances.

The report mentions multiple inspections and enforcement actions taken to tackle these concerns during peak evening and weekend hours; however, those efforts were seen as “reactive.”

“(It) could not resolve the underlying zoning and parking constraints contributing to recurring violations,” according to the report.

<p To address these challenges, council implemented an interim control by-law (ICBL) on Sept. 11, 2024. This temporarily bans new restaurants or entertainment venues along with other “parking-intensive uses” in the plaza area for one year. The ban was later extended until Jan. 16, 2026 while studies are ongoing.

Residents from Ward 8 had a chance to share their thoughts too; some expressed doubts about whether reducing restaurant sizes would solve anything effectively.

Suggestions included creating designated delivery pick-up spots limited to a short window of time (like 15 minutes), building a two-level parking facility, implementing paid parking systems that offer validations through local businesses or eateries, plus installing digital signs showing how full each lot is.

 
 
 
Councilor Matt Mahoney mentioned in the meeting that he previously discussed a potential parking structure with Mayor Carolyn Parrish. However , since it’s private property , there isn’t much control over what happens within that space. He noted it’s important for city officials , residents , business owners , as well as condo corporations all work together toward solutions.

A resident suggested validated paid parking because sometimes spaces get filled by people just hanging out instead of visiting businesses.
That concern led earlier this year to a court-ordered injunction.
