Markham appoints new Treasurer and Director of Financial Services

MARKHAM, ON – June 1, 2023 – The City of Markham is excited to introduce Joseph Silva as the new Treasurer and Director of Financial Services, starting June 19, 2023.

“I am delighted to welcome Joseph Silva to the City of Markham and to the City’s senior leadership team,” said Markham Mayor Frank Scarpitti. “Joseph brings significant and diverse experience that blends traditional finance and business services roles, as well as public policy and community-based programming.”

Reporting to the Commissioner of Corporate Services, Mr. Silva will be responsible for managing all business functions of the Financial Services Department. This includes multi-year financial planning, the budget process, investment management, and City-wide financial services like revenue and taxation, accounts payable, procurement, and financial monitoring and reporting.

Mr. Silva is a Chartered Professional Accountant (CPA). He holds a Master’s degree in Public Administration from Queen’s University and a Master’s degree in Economics from Mc Master University. His undergraduate degrees are in Economics and Education from York University.

“The City of Markham has a proud tradition of strong financial stewardship and Joseph brings to Markham an exceptional skillset and familiarity with Markham and York Region which sets him up for success,” says Markham CAO Andy Taylor. “Markham continues to attract a diversity of talent which is a testament to our organization’s commitment to innovation and service excellence while also investing in staff and ensuring our employees have the ability to grow and thrive.”

Mr. Silva comes to Markham from the Regional Municipality of York, where he is currently the Director of Strategies and Partnerships in the Community and Health Services Department. His portfolio includes social policy development and community program design and implementation, as well as emergency social services, strategic programs, and partnerships.

He was previously Deputy Treasurer and Director at York Region with responsibility for financial processes across accounts payable, accounts receivable, payroll, and office services for the entire corporation. During this time, Mr. Silva led several transformation initiatives along with technology upgrades aimed at improving financial operations.

Before joining York Region, Mr. Silva held various roles within the Ministries of Energy, Infrastructure in Ontario Government, as well as Finance Canada.

Joseph Silva will take on his role as Treasurer and Director of Financial Services starting June 19, 2023 at the City of Markham.
