Truck Driver’s Mistake Leads to Bridge Demolition

Your browser does not support the audio element. The driver of the truck that struck the West Markham Street pedestrian bridge on July 13 had left part of the vehicle raised after dropping off a dumpster nearby, according to Little Rock police. City officials found that the collision had caused irreparable damage to the bridge and started demolishing it on Tuesday. A section of Markham close to the bridge has been closed off for over two weeks due to safety issues. After reviewing surveillance footage and speaking with the head of Arkansas Mini Dumpsters, detectives concluded that driver John Jaynes, 60, had kept the truck's boom or hoist elevated, resulting in it hitting the underside of the bridge shortly after 4 p. m. on July 13, an affidavit states. The bridge spans a section of Markham near both the Arkansas School for the Deaf and Blind and the Capitol View-Stiff Station neighborhood. The affidavit describes the truck as a 2021 Kenworth T880 dump truck; however, trucks that deliver dumpsters are typically referred to as roll-off trucks since they have cable hoists. Detectives reviewed footage showing the truck moving east along West Markham Street from Kavanaugh Boulevard with its boom raised just before impact, according to the affidavit. On Monday, Jaynes pleaded not guilty to a felony charge for leaving an accident scene that resulted in property damage exceeding $10,000 and a traffic violation for careless driving. He told detectives this incident cost him his job at Arkansas Mini Dumpsters and mentioned he didn't have an attorney. "I'm at the lowest point in my life," Jaynes told investigators on July 20, as stated in the affidavit. "I've never been in this kind of trouble." Jaynes decided to invoke his right to remain silent and ended his interview with authorities, according to documents. A judge from Little Rock District Court released Jaynes on his own recognizance on Monday, court records indicate. Initially, city officials estimated removing the pedestrian bridge could cost up to $182,000. Last week, Little Rock's Board of Directors approved an emergency resolution allowing Weaver-Bailey Contractors to start demolition work immediately for up to $102,185. This amount includes a 20% contingency fee. Investigators say Jaynes left without notifying police or his supervisors at work after striking the bridge. Christopher Meyer, owner of Arkansas Mini Dumpsters, informed detectives that Jaynes is solely responsible for accessing that truck and mentioned that Jaynes denied knowing anything about hitting the bridge. Meyer explained that on July 13, Jaynes was tasked with delivering a dumpster at Kroger located at 614 Beechwood St., suggesting it’s likely he forgot to lower his boom afterward as per what was noted in the affidavit. After being questioned by detectives on July 20th , he handed over his keys for both his truck and company credit card along with a business door key while asking police to return them back to Meyer as per details provided in their report. Meyer told law enforcement officers that while their vehicle remains operational despite having some bent components due from damaging contact during collision-specifically concerning its air tank brackets-the hoist also sustained some damage when impacted which may have forced chassis downward into obstruction posed by structure above too closely positioned against topmost part originally intended only below overhead clearance levels established beforehand within area limits set forth under guidelines outlined before building projects began formally last year around same time frame across town.”This past Tuesday someone answering phones at Arkansas Mini Dumpsters confirmed employment status but declined making further comments regarding incident overall when pressed further during call inquiry made earlier today.”When asked whether there were plans pursuing litigation against dumpster service provider recovering costs incurred due city's expenses incurred directly related repairs involved here City Attorney Tom Carpenter replied: “There are two elements we’re considering here: first removing damaged pedestrian structure then potentially replacing new installation altogether afterwards too.”If company doesn’t cover removal charges “then we would take action get them pay,” Carpenter remarked while adding how cooperative they’d been thus far throughout whole process working together openly sharing information necessary moving forward efficiently together overall still aiming toward resolution best suited everyone involved adequately later down line.”Council members believe liability exists somewhere towards covering costs associated rebuilding completely new construction although precise amount depends largely modern standards implemented disability access requirements affecting total expenses significantly compared original estimate given beforehand which factors taken account previously discussed amongst parties interested investing future into community improvements going forward cautiously optimistic seeing outcomes manifest positively afterward continuing build upon foundation laid already alongside progress achieved so far diligently serving needs citizens daily basis consistently fulfilling demands expected high quality living conditions preserved intact securely built upon trust earned mutual respect existing relationships forged throughout years spent collaborating beneficially enhancing lives collectively across board. No final decision has yet been reached about whether constructing replacement bridges will proceed anytime soon either according commentary provided earlier direct sources involved discussions concerning these matters extensively ongoing still awaiting updates clarifying situations continually evolving respective areas addressed thoroughly ensured diligence exercised remaining mindful each step taken thereafter toward achieving satisfactory resolutions derived collaboratively unity shared vision upheld striving towards excellence ultimately benefiting all parties participating jointly engaging endeavors undertaken earnestly ensuring optimal results attained fully realizing potential benefits derived through collective efforts exhibited consistently unwavering dedication observed throughout entire process continual improvement embraced wholeheartedly wherever possible”Grant Lancasterglancaster@adgnewsroom. comGrant Lancaster covers crime policing breaking news Arkansas Democrat-Gazette native articles focus primarily law enforcement efforts Pulaski County reports parts state well.”[ad_2]Source link
