Top Salaries in Ontario for 2025

In 2025, over 400,000 public employees made more than $100,000, appearing on Ontario’s Sunshine List.

The list released on Friday shows a seven percent increase from 2024, when just over 377,000 individuals earned $100,000 or more.

Ontario Power Generation led the way with the five highest salaries in the province. Former President and CEO Kenneth Hardwick earned $1.9 million, down from his over $2 million salary in 2024. Current CEO Nicolle Butcher followed with a salary of $1.5 million.

The top five also included OPG’s Chief Nuclear Officer, Chief Financial Officer and Chief Projects Officer, earning $1.09 million, $1.01 million, and $981,000 respectively.

CEOs of hospitals at University Health Network and The Hospital for Sick Children were next in line among the top ten earners.

Premier Doug Ford’s salary was just under $270,000-an increase of nearly $60,000 compared to 2024-while Olivia Chow earned an additional $15,000 this year as Toronto’s Mayor with a total of $240,000.

Toronto Police Service Chief Myron Demkiw made over $445,000 this year-a rise of more than $50,000 from his 2024 salary of $394,228.

The highest-paid executive within Crown agencies was Mark Fuller at the Ontario Public Service Pension Board with earnings of $826,235. He was closely followed by Matthew Anderson at Ontario Health who earned around the same amount at $826,000.

This list highlights high-income workers within provincial government roles across schools, hospitals, police forces and other sectors in public service.

Caroline Mulroney, President of the Treasury Board stated that retroactive payments from collective bargaining agreements and an extra pay period for some organizations contributed to these salary increases in 2025.

“Over 50 per cent of this year’s growth was driven by municipalities which include local police and fire services whose work continues to protect Ontario communities,” her statement noted in the press release.

A majority of those listed are part of public service organizations such as school boards and hospitals as well as public health boards.

Highest Earners in Waterloo Region

The Sunshine List for 2025 also features plenty of local names from Waterloo Region.

This includes now-former Conestoga College President John Tibbits who received a salary of $601,684 last year.

An outgoing name is UW President Vivek Goel who earned $515,000; he will officially leave his position once his term ends this June.

Laurier President Deborah Mac Latchy is listed at a salary of $457,380 while Dr. Marcela Carena Lopez-the Executive Director at Perimeter Institute-earned $650,000.

Ron Gagnon serves as President and CEO for Waterloo Regional Health Network with an income totaling to $640,357.

Waterloo Regional Police Service (WRPS) Chief Mark Crowell took home a salary of$344 ,574 whereas Regional Chair Karen Redman had earnings amounting to$196 ,657.

The mayors representing tri-cities are also present on the list: Kitchener Mayor Berry Vrabanovic at$116 ,309 , Waterloo Mayor Dorothy Mc Cabe receiving$121 ,282 , and Cambridge Mayor Jan Liggett taking home$126 ,764.Exterior view of the Legislative Building on the grounds of Queen’s Park.
