Two Special Constables Admit to Assault at Courthouse

Two Special Constables Admit to Assault at Courthouse

Two special constables from Kingston Police have admitted to assault causing bodily harm after an incident that resulted in a detainee suffering broken ribs and leaving blood on the floor of the cell.

During a virtual court session on Tuesday morning, two videos were shown featuring Chris Nadeau and Chad Mandigo interacting with a man inside Kingston’s Ontario Court of Justice on June 21, 2024.

The court was informed that the man had been disrespectful toward several police officers he encountered that day. Crown attorney Jason Nicol described him as “verbally aggressive” and making “threatening comments,” though he did not physically attack anyone.

The first video, recorded around 1:45 p. m., shows the man in handcuffs and leg shackles being brought out from a cell for his court appearance.

He approached Nadeau, and according to an agreed statement of facts read by Nicol, there was an exchange of words. As the constables escorted him through a hallway, they pushed him, with Mandigo holding onto his neck.

This pushing, combined with the shackles and the fact that he was wearing flip-flops, caused him to trip forward onto the stairs. The court heard that Mandigo then slapped the man twice on his back before later pushing him into a corner while gripping his jaw.

A brief court session followed, but since the inmate was “disruptive,” he was ordered to leave according to the facts presented.

The man was then “forcefully walked” toward the end of the hallway where both Nadeau and Mandigo punched him until another special constable intervened and told them to stop, Nicol said.

<p A second video recorded hours later at around 4:30 p. m. depicts the inmate in a bullpen-style cell along with three other detainees.

The facts state he was speaking animatedly with special constables while other inmates were being handcuffed and taken out when he slapped against the glass door of his cell.

Video Shows Assault Inside Cell

Once others were removed from the area, footage captures the inmate alone in his cell with his ankles still shackled.

As special constables approach him, he stands up raising his hands on either side with palms facing upwards.

Nadeau rushes towards him and “forcefully” shoves him against a bench based on what’s noted in court documents. The inmate curls into a fetal position before falling down as three more constables surround him in view of the recording.

Court proceedings revealed that Mandigo struck this man twice before he hit the ground and then kneeled into his face two times while also punching him twice more as Nadeau knelt over him.

Mandigo hit again while Nadeau also threw two punches as per Nicol’s reading from official records.

The inmate attempted to shield himself using his hands during this assault; details show this struggle clearly during viewing sessions.

An additional special constable intentionally stood on top of this man’s ankle even though he wasn’t kicking at all according to what had been discussed in court proceedings.

After this beating ended, Nadeau and Mandigo pulled up their victim to stand again.

The Crown stated that “he could barely put weight on his ankle,” adding further context by noting how there was blood pooled on floor where his head had laid previously.”

Medical Records Indicate Broken Tooth And Ribs

Crown representatives relayed information about how once detained at Quinte Detention Centre , the injured individual sought medical assistance but received none initially. On June twenty-ninth upon release , he went straight away seeking help due specifically citing soreness across rib areas along swelling near jaw regions alongside notable findings like traces found within stool samples indicating possible trauma situations occurring elsewhere previously experienced.
According triage reports compiled by nursing staff documenting visible abrasions seen upon legs accompanied evidence pointing towards swollen facial structures including multiple teeth requiring examination due tenderness present surrounding both ankle joints ; yet left before any doctor assessments could occur which leads us here today…
Following completion next visit rendered hospital resulting information compiling further documentation confirming discovery revealing not only broken tooth issues arising earlier , but fractures found existing throughout rib cages too added remarks provided sharing insights regarding care protocols utilized afterwards moving forward thus illuminating safety measures reflected afterward given oversight responsibilities assigned over such matters…

Notably held accountable under guidance placed upon sergeant overseeing conduct made adjustments following these incidents occurring while cautionary measures established ensuring proper supervision enacted proactively preventing similar cases emerging subsequently thereafter impacting operations overall structure going forward henceforth!…

Defense attorney Bernard Cummins representing Mandigos voiced concerns expressing discontent over specific references stating multiple damages acquired based claims suggesting addressing matters leading concluding legal stipulations imposed during sentencing phases ahead scheduled hearings arising soon thereafter!

Initial charges labeled against both officials classified involving single count each defining parameters set forth alleging aggravated actions prompted investigations conducted externally wherein Ottawa forces ultimately engaged providing independent analysis establishing primary accountability beyond local jurisdiction having engaged internally via cooperative efforts whilst monitoring events unfoldings culminating conclusions drawn herein today results shared openly reflecting collaborative undertakings witnessed across boundaries outlined previously documented within courts evaluating case specifics closely adhered requirements encompassing truthfulness assertions delivered accurately forthcoming exchanges anticipated shortly ahead concerning final determinations reached therein regardability relevant resolutions established at conclusion period progressing thereafter moving ahead subsequently..
