Carney Brings Conservative Voices Back to the Senate

Prime Minister Mark Carney has made his first Senate appointments, which include one of his senior advisers and a Conservative MP. This move aims to bring back some political voices to an upper house that has been mostly free of them for the past ten years.

The decision is already causing a stir in the Senate as Carney indicates he’s moving away from former prime minister Justin Trudeau’s long-standing approach of filling the Red Chamber with nearly all nonpartisan members.

One of the newly appointed senators is Tom Pitfield, who was part of Carney’s 2025 campaign team and later became a principal secretary in the Prime Minister’s Office.

Critics argue that Trudeau’s method removed political figures in favor of newcomers, making the chamber less relevant. Supporters contend that appointing Independents has helped it become less tied to government and party interests.

While reintroducing partisan appointments, a spokesperson for Carney informed that Pitfield won’t be joining the national Liberal caucus alongside MPs, keeping him at least formally Independent.

There are no plans to bring back a Liberal caucus in the Senate, according to the spokesperson, as this was dissolved during Trudeau’s push for a completely independent upper house.

A high-ranking government official told on background that this round of appointments seeks to restore “balance” to a chamber currently filled with individuals from non-political backgrounds.

The prime minister plans to appoint more partisans moving forward but will also include some selections without party affiliations, according to the official.

One goal behind adding more seasoned political figures is to accelerate how quickly certain legislation makes its way through the upper house-some bills have stalled due to lengthy discussions-and refocus on Liberal priorities rather than private member’s initiatives.

However, there’s no plan to revert back to the Liberal-Conservative duopoly that defined much of its history prior to Trudeau’s reforms, said the official. The current mix of diverse groups without clear party ties will remain for now.

In an unusual twist, Carney will also appoint sitting Conservative MP Richard Martel to the Senate, creating an opening in a competitive riding in Quebec.

<p Martel, who previously coached hockey and was first elected in 2018, narrowly secured Chicoutimi-Le Fjord for Conservatives during the last election while Bloc Québécois and Liberal candidates closely followed him in what is known as separatist territory.

Even though he has Conservative ties, PMO confirmed Martel will serve as an Independent senator which might deprive their small Senate caucus of a possible new member.

The leader of Conservatives in the Senate, Leo Housakos stated he was “pleased to welcome my friend and longtime caucus colleague” into their ranks.</

Conservative Leader Pierre Poilievre congratulated Martel on his appointment, expressing hope that his former MP would “fight for affordability, growing paycheques and safe streets” within the upper house.

Martel’s resignation from Commons takes effect immediately, making him yet another Conservative leaving their party’s caucus.
