Major Manufacturing Boost in Burlington with $132 Million Investment

Tempel Canada’s new facility will enhance North America’s electrical supply chains and generate nearly 100 local jobs.

BURLINGTON – The Ontario government is pleased to announce a $132 million investment from Tempel Canada, a part of Worthington Steel, known for producing transformer core products for power distribution and conversion. This investment will lead to the establishment of a new 250,000 square foot manufacturing plant in Burlington. By utilizing the skilled workforce in the province, this initiative will maintain over 200 current jobs while creating close to 100 well-paying new positions. It also aims to help Ontario fulfill the growing demand for high-quality transformers throughout North America.

“In these uncertain economic times globally, Tempel Canada’s expansion highlights Ontario’s strong reputation as a reliable and competitive place for investment and growth, helping us secure $235 billion in new investments since 2018,” stated Vic Fedeli, Minister of Economic Development, Job Creation and Trade. “Through our Regional Development Program, our government is proud to back this forward-looking project that not only creates valuable jobs for local workers but also strengthens our position as a key player in North America’s manufacturing supply chain.”

With the increasing need for artificial intelligence, data infrastructure, and energy solutions, Worthington Steel’s Tempel Canada operations are becoming essential for producing transformer cores and precision electrical steel laminations vital to various industries across Ontario. Equipped with advanced technology including real-time data diagnostics and robotics, the new facility will significantly expand Tempel’s presence in Canada while supporting provincial efforts to ensure clean, dependable power at an affordable cost that meets the demands of growing sectors.

To support this development, Ontario has provided $5 million through the Advanced Manufacturing and Innovation Competitiveness (AMIC) stream of the Regional Development Program (RDP).

Launched in 2019, RDP provides specialized support for businesses and municipalities by assisting them with investments in necessary equipment technologies as well as skilled labor aimed at adapting and thriving amid changing economic conditions. So far under this program, Ontario has attracted over $2.8 billion in investments leading to more than 6,000 job opportunities across the province.

Thus far , the government has announced over $55 million towards AMIC initiatives involving more than 55 companies and organizations leveraging around $700 million from industry resulting in over 1 ,300 job creations. Application intake remains open until November 5 ,2026. To facilitate bringing manufacturing back into Ontario , the province launched the Ontario Made Manufacturing Investment Tax Credit. This initiative assists local manufacturers by reducing costs enabling them to invest further into their workforce , innovate effectively , and enhance competitiveness. Ontario’s manufacturing sector plays a crucial role driving both economic strength along with global competitiveness employing upwards of 800 ,000 individuals. With electricity demand soaring across Ontario recently, the government initiated its largest transmission expansion seen recently. Since 2022 thirteen major transmission projects have received priority status representing approximately $6.6 billion collectively dedicated towards connecting more than five thousand five hundred MW capacity spanning over sixteen hundred kilometers worth of newly constructed transmission lines.
