Last week, Premier Doug Ford introduced a new framework aimed at drawing investment and creating jobs, while ensuring that data centres cover their full electricity costs and provide advantages to local communities.
This framework also claims to safeguard data sovereignty, assuring that Canadians’ information will stay within Canada.
However, Hamilton Coun. Nrinder Nann expressed that the announcement leaves many vital questions unanswered.
“I think it’s a starting place,” Nann told CBC Radio’s Metro Morning on Friday. “The playbook doesn’t get into details in terms of policy and regulation.”
The province states that new data centres must meet environmental standards concerning water usage and noise levels, prioritizing projects that utilize closed-loop cooling systems.

Hamilton councillor wants stronger guardrails
Last month, Hamilton city council voted 10-6 against a proposed year-long halt on new data centre development while studying how these facilities should be regulated. Nann, who initiated the motion, stated her desire for stronger regulations before these facilities are established in neighborhoods. “It’s not that I’m against them,” she said. “I think that there needs to be really serious guardrails put in place.” She also questioned the province’s claim of thousands of job opportunities and billions in economic growth potential. The province asserts its broader artificial intelligence strategy could yield $122 billion in economic growth by 2035 and create over 17,000 annual jobs. “What we don’t know yet is, are those jobs just to construct the shell that data centres are going to be housed in or are those long term permanent positions that Ontarians can rely on?” Nann said.
