Ontario’s plan for a complete electric vehicle supply chain, once a strong priority for Premier Doug Ford, has been struggling as manufacturers put off or cancel their projects. Now, the government is turning its attention to different types of batteries to keep the initiative alive.

Ford and the federal government worked together to bring three electric vehicle battery plants to Ontario-investments totaling billions-and were eager not just to see those batteries used in EVs produced in the province but also made with parts sourced from Ontario and minerals extracted and processed locally.

According to an insider, the federal government plans to announce a national auto policy next month. As CBC’s Jason Viau reports, Unifor has been advocating for this, and an expert in the auto industry states it’s necessary.

A few years after unveiling this vision, however, its initial appeal has faded.

Honda had planned to set up an EV battery plant and assemble electric vehicles in Alliston but postponed the project due to falling demand.

Umicore has paused its plans for a cathode plant in eastern Ontario.

General Motors ceased production of its Bright Drop electric delivery van in Ingersoll. Ford opted to delay building electric vehicles in Oakville and instead focus on its F-Series gas-powered pickup trucks.

The premier believes that a new agreement between Canada and China could further jeopardize Ontario’s auto industry by almost eliminating tariffs on Chinese EVs in exchange for China reducing tariffs on canola.

Nevertheless, some experts argue that allowing Canadians access to cheaper Chinese EVs might help stimulate overall demand for these eco-friendly vehicles and eventually boost the local industry over time.

Globally, interest in electric vehicles is increasing; however, uncertainty about rebates is curbing demand in Canada while concerns over federal EV sales mandates along with Canada-U. S. trade issues are undermining investor confidence, experts say.

Stellantis is taking a different approach amid these challenges. By the time trends began shifting at its Next Star Energy facility in Windsor-a joint venture with LG-construction and some production were already well underway. Although Stellantis decided to postpone manufacturing of EV batteries, it shifted gears slightly towards making batteries intended for energy storage.

Next Star CEO Danies Lee mentioned during an interview that demand for electric vehicles will bounce back eventually but currently there’s significant need for batteries used in storage and other applications like AI-powered devices.

“As an EV battery manufacturer, we faced a huge setback due to the market conditions, but as a battery manufacturer that deals with all the different applications it’s a great opportunity,” Lee said.

Economic Development Minister Vic Fedeli noted this shift allows plans for an end-to-end EV supply chain to carry on even if it looks slightly different at least temporarily.

“(Stellantis’ pivot) is with our full understanding, our blessing, and in fact, our encouragement,” he stated last month during an interview.

The minerals needed for those storage batteries are identical ones that should be mined-and ideally refined-in Ontario alongside parts such as separators being produced here too. Asahi Kasei’s planned separator facility in Niagara Region continues forward despite having initially been announced alongside Honda’s EV initiatives.

The government seems uninterested in intervening financially or otherwise into stimulating market growth for electric vehicles or their batteries; instead, Fedeli emphasized they want companies simply building here.

The specific product holds less significance than creating jobs does

“These are multi-billion dollar multinational companies who’ve made choices on what to build and the market has to be there for them,” he said.

“If they want to build something we’ll help them build it. If they create jobs we’re agnostic about what they produce. We just want job creation so when Ford (Motor Co.) came back saying ‘We want change from producing electrics toward F-150,’ we took about five seconds before agreeing.”

This marks quite a contrast compared with 18 months ago when Fedeli was enthusiastic regarding prospects surrounding Ontario’s EV supply chain.

“Electric vehicle sales continue rising every single year without fail while we’re absolutely confident we’ve taken all appropriate steps making Ontario top-tier globally concerning developing electric vehicle supplies,” he stated back then during July 2024.

Joanna Kyriazis serves as director focusing primarily upon clean energy strategies within Simon Fraser University indicated ongoing demands originating from North America should align again closely aligning themselves following global selling patterns.

“Worldwide sales remain hitting record levels continuously right through 2025,” she pointed out suggesting things look promising overall.

“EV transactions surged by 20 percent everywhere globally last year alone! Regions like China reported upwards exceeding fifty percent newly sold automobiles being electrically powered! Even Europe shows signs nearing thirty percent.. Meanwhile numerous emerging economies including Brazil Thailand Nepal equally report immense spikes related directly towards environmentally friendly automobile acquisitions driven largely through affordability tied into low-cost offerings arriving directly from Chinas manufacturers.”

Sam Fiorani working vice-president within global forecasting arms attached Auto Forecast Solutions believes there will inevitably arise requirements pushing construction efforts back onto purely dedicated electrical alternatives henceforth although anticipated timelines remain hazy coming up soon enough never less than five years down line ahead!</

“A massive influx around investment surrounding fabrication processes focused solely upon generation backed specifically revolving around storing efficiency hasn’t matched rapid escalation rates projected beforehand” he added further emphasizing necessity stemming across alternative outlet types serving valid interests rewarding participants involved timely returning profits while dealing strictly associated stationary-storage options.”
