The Ministry of Health and Windsor Regional Hospital are seeking construction teams for the new hospital project.
A Request for Qualifications has been released to prequalify teams that will compete to design, build, finance and maintain the second phase of the Fancsy Family Hospital Project.
The second phase will focus on the diagnostic and treatment block. It’s currently planned as a five-storey building that will include emergency and trauma services, cancer services, surgical services, women’s and children’s services, critical care, Indigenous services, spiritual care and advanced diagnostics.
“This is an incredibly exciting moment – one that we have been working toward since planning for this project began,” said Karen Riddell, President and Chief Executive Officer of Windsor Regional Hospital. “Issuing this RFQ for a team to design and build the Diagnostic and Treatment Block is a critical step toward opening the doors of our new acute care hospital and transforming the delivery of hospital services for patients and families across Windsor-Essex.”
Phase 1 of the project is expected to kick off in mid-2026. It will feature a three-storey education and administrative center, a parking garage, and on-site infrastructure.
Phase 3 will consist of the inpatient tower where most inpatient beds will be located. This part is currently designed as a nine-storey structure.

Based on industry feedback and current market conditions, a procurement strategy with a phased approach has been identified. This approach reflects how many major infrastructure projects are being delivered in today’s market to encourage broader competition and deliver value for taxpayers in Ontario. Dividing the work into separate contracts will promote more competition while supporting successful delivery of this important hospital project,” said Angela Clayton, CEO, Infrastructure Ontario.
Submissions from the RFQ will be evaluated to create a shortlist of teams with necessary construction experience. These shortlisted teams will then be invited to respond to a Request for Proposals expected later this year.
