Vaughan, Ont., Mayor Steven Del Duca took Premier Doug Ford’s criticism of automated speed cameras being a “tax grab” to heart last week, calling an emergency council meeting and ending his city’s enforcement program.

Just after the premier first expressed his frustrations about the cameras, Del Duca introduced a successful motion in council to quickly dismantle Vaughan’s program.

“I listened, we listened, we heard from you loud and clear,” Del Duca stated in a social media video. “This is what leadership looks like, especially right now. You need leaders who have your back and who are on your side.”

The speed enforcement initiative that Del Duca chose to remove so swiftly was actually one he played a role in establishing less than 10 years prior.

In 2017, while serving as transportation minister under Kathleen Wynne’s Liberal government, it was his ministry that introduced the Safer School Zones Act. This law provided a framework for cities to set up automated speed enforcement cameras.

Back then, Del Duca praised the potential benefits of these cameras for public safety, stating they were part of efforts to crack down on reckless drivers.

“We’ve heard directly from municipalities wanting tougher measures against speeders and unsafe drivers in their areas,” a May 2017 statement attributed to Del Duca said.

“This new legislation will help protect our most vulnerable road users and ensure Ontario’s roads stay among the safest in North America.”

The Liberals lost the 2018 election before implementing regulations needed to finalize putting the speed cameras into operation.

Eighteen months later, after taking over from the Liberals, Ford’s government proposed regulations that allowed cities to start issuing fines against drivers and made this system possible.

Del Duca noted that it was the Ford administration that took charge when these regulations went into effect-not him.

In a statement sent to , he said that in 2017 he “did express that we needed to make sure we got this right,” referring to how the program was carried out.

“In September of this year, after hearing loud and clear from our residents, it became obvious there was too much financial strain placed on residents during tough times. We need to focus our efforts on addressing real crime affecting our neighborhoods,” Del Duca added.

The discussion about the effectiveness of automated speed cameras surged back into headlines at the beginning of this month when Ford voiced his concerns about them not achieving their primary goal of reducing speeds among drivers.

“It’s just a tax grab; they should remove those cameras-every single one,” Ford said on Sept. 9. “If you want to slow down traffic near schools, use big signs or flashing lights; people will pay attention. This is nothing but a money-making scheme.”

The premier argued that these cameras were simply means for cities to increase revenue rather than truly slowing down traffic.
“I’m all about public safety; I’m against unfair taxation,” he stated. “What? Five kilometers over? I guess everyone breaks the law every day.
