Lawmakers Push for Tax on Oil Companies Amid Crisis

As major oil companies stand to gain billions from the ongoing conflict in Iran, Democratic lawmakers and progressive organizations are advocating for a windfall tax on these fossil fuel giants.

The recent US-Israeli strikes in Iran have caused unprecedented disruptions in fuel supply, according to the International Energy Agency, leading to a spike in crude prices that have surpassed $100 per barrel recently. This surge has affected American consumers, with average gas prices hitting over $3.70 a gallon, resulting in an additional estimated cost of more than $2 billion for Americans filling their tanks over the last two weeks.

While everyday citizens are feeling the pinch, corporations are enjoying unexpected profits. Since the onset of the war last month, stock values for US oil leaders Exxon Mobil and Chevron have risen by over 5% and 7%, respectively, significantly boosting their market capitalizations.

With oil prices still climbing, Rhode Island Senator Sheldon Whitehouse and California Congressman Ro Khanna are advocating for a tax on big oil’s excessive profits stemming from this crisis fueled by the Iran conflict.

“Trump’s war of choice in Iran is not just a moral mistake but an economic blunder that is skyrocketing gas prices for working Americans,” said Khanna in a statement.

The Guardian has reached out to the American Petroleum Institute, which is the primary lobbying group for US oil interests, seeking comment.

Just hours before the bill was announced, numerous consumer and environmental advocacy groups sent an official letter to Congress endorsing such legislation.

“Revenue from a windfall profits tax should be returned directly to struggling American households to help offset rising costs,” states the letter signed by organizations including Make Polluters Pay campaign, Sierra Club, Public Citizen, along with more than 70 other state and national groups.

Supporters argue that now is the time to implement this tax. If oil prices stay high as they currently are, gas prices will keep increasing while US fossil fuel companies could potentially see an extra $60 billion this year based on analyses from Rystad Energy and investment bank Jefferies.

“Energy producers and commodity trading firms benefit from volatility in energy prices,” said Isabella Weber, an economics professor at UMass Amherst. She added that windfall taxes can “raise money to cushion the more vulnerable sections of society from cost-of-living pressures.”

Although there hasn’t been a windfall tax imposed on oil companies since the 1980s, this sector has profited during various fuel crises since then. Following Russia’s invasion of Ukraine in 2022, oil firms reported record-breaking profits – earnings that one study co-authored by Weber noted were 13% higher than total investment made towards America’s green energy transition that same year.

Donald Trump maintains that these excess profits ultimately benefit regular Americans.

“The United States is the largest Oil Producer in the World, by far; so when oil prices go up we make a lot of money,” Trump posted on Truth Social last week.

However, according to another analysis co-authored by Weber conducted in 2025, his statement only holds if “we” refers specifically to wealthy individuals. The profits generated by oil companies primarily go to those who hold shares either directly or through retirement funds and pensions-groups typically comprising wealthier people according to their findings.

During the fuel crisis ignited by Russia’s actions against Ukraine in 2022 , half of all profits made by US oil and gas firms went into pockets belonging to just 1% of individuals while only receiving about 1% were those at bottom half income levels.

“Since stock ownership is so heavily skewed towards rich people in our societies; record profits for energy firms translate into record income for them,” stated Weber. “Evidence clearly shows surges in energy prices worsen inequality within our societies.”

A windfall tax could serve as a means “to contain inequality and raise money needed cushion less fortunate members within society facing cost-of-living pressures,” Weber asserted.

In their letter sent Tuesday addressed at congressional leaders supporters referenced research done at University Of Massachusetts Amherst suggesting had similar taxation been enacted during price spikes seen back In Year Of Twenty-Two approximately $1715 might’ve been distributed back out among each household across America.

Lastly Collin Rees policy manager climate advocacy non-profit Oil Change International emphasized necessity shifting away volatile fossil fuels quickly achieving potential benefits involved reducing conflicts associated deadly wars fought over resources stating need prevent further billionaire profiteering occurring meanwhile.
