Multi-unit dwelling approved

The Tillsonburg council has given the green light for a multi-unit dwelling at 48 Durham Street. The two-story building will feature three apartments and five parking spots.
As part of the approval process, two minor variances were granted – they reduced the minimum required lot area for a multiple unit dwelling and also lessened the rear yard depth.
The property was recently divided and is currently empty.
Council defers creation of eco dev subcommittee
Tillsonburg Town Council has postponed forming a subcommittee from its Economic Development Advisory Committee (EDAC) that would explore boundary adjustments.
The advisory committees consist of local residents with substantial expertise in their areas who review and advise council on various projects and decisions.

Last month, the EDAC suggested that council set up an independent committee to tackle issues surrounding boundary adjustments. It would be made up of “respected, even-tempered individuals with strong relation-building skills, a long-term perspective on growth and municipal finance, and the ability to engage constructively with neighboring municipalities,” according to the motion. Each member would need to “remain collaborative, discreet, and focused on mutually beneficial regional outcomes.”
Council will hold off until the town’s review of advisory committee composition is completed; this is expected by the end of Q1.
“We have several advisory committees in town; they have been doing great work helping council make decisions. I believe some of these committees-though not this one in particular-need to be reviewed,” said Deputy Mayor David Beres.

The staff will look into options related to boundary adjustment for a report in the future.
This decision follows Oxford County Council’s rejection of a recently released land needs analysis study at their last meeting.
Mayor Deb Gilvesy, representing Tillsonburg on Oxford’s Council, reminded everyone that discussions about the land needs assessment study will take place again in upcoming months.
A report from Cephas Panschow, development commissioner states that “while significant background investigations have been undertaken in consultation with Oxford County Planning and the Town’s Operations and Development Department, a formal process involving secondary planning and servicing studies would be necessary as part of boundary adjustment procedures. These technical evaluations are quite detailed and usually require external consultants along with associated fees. If Council wants to proceed with boundary adjustments then funds should be allocated in the 2027 mayor’s budget for consideration.”

Pool upgrades
Tillsonburg staff will extend the handrail leading into the indoor pool facility.
Council voted to use $1,500 from its operating budget for 2026 during its meeting on February 10th. Additionally, plans include upgrading – installing automatic door operators ($8000) and replacing carpet in the pool viewing area with tile ($3500), which will be budgeted for years 2027 and 2030 respectively.

Downtown BIA board welcomes new members
Two new members are joining Downtown Tillsonburg’s BIA board as council approved Deanna Tosto and Katherine Englander as replacements for outgoing members Joost Van Campen, Allison Biggar , and Holly Vallee.
The current executive committee members serving out their term include Michael Bossy (chair), Councillor Bob Parsons (vice chair), Jennifer Young (secretary), and Emily Odorjan (treasurer).
