In 2025, the City of Oshawa announced it had made several important investments to enhance the Oshawa Executive Airport’s function as a crucial economic hub for the area.
A noise wall and sound barrier were built, and Runway 12/30 was reconfigured to improve departure and landing paths, according to a city statement.
The city also established a new agreement with Durham Flight Centre, which includes two major commitments focused on reducing noise and improving safety.
In November, the city organized the Gr O | City Building Summit in an airport hangar – this summit connected Oshawa with industry leaders and developers to highlight the city’s appeal for attracting new job-creating investments.
Record construction values
In 2025, Oshawa reported achieving outstanding building construction values that boosted job creation and economic growth while supporting stability.
“Year-to-date construction value has already exceeded our seventh all-time record set in 2014, with industrial and institutional construction values reaching near all-time highs as new projects move forward in the city’s prime employment land area, Northwood Business Park,” the statement said.
The statement did not specify any figures.
Infrastructure investments
The city mentioned it invested in existing and new infrastructure including roads, parks, waterways, bridges, and other essential assets in 2025.
It completed Veterans Square’s construction, which is designed to be a central space for community events and celebrations right in downtown.
Significant progress is underway on the Civic Outdoor Track Project (a $2.3 million investment), rebuilding of South Oshawa Community Centre Pool, and redeveloping Easton Park that will include a new splash pad.
Work also began on reconstructing the first phase of Conlin Road East from Harmony Road North to Kurelo Drive.
The replacement of Baker Park pedestrian bridge and Bloor Street pedestrian bridge started in late fall 2025 and will both be done by early 2026.
Expanded recreation
The new Rose Valley Community Park features one of Canada’s largest BMX pump tracks along with a large playground, pickleball courts, formal gardens, and beautiful walking paths. The city also celebrated upgrades at Conant Park and Greenbriar Park.
Oshawa’s active transportation network grew with more bike lanes and routes added in various new subdivisions while work continued on extending Harmony Creek Trail along with a pedestrian bridge on Arborwood Drive leading to Conlin Road.
Simplifying business operations
The city stated it kept streamlining processes for developers and investors. Besides extending the building permit fee freeze into 2025, it launched a new Application Portal for online submissions available around the clock along with an investment attraction website at oshawaecdev. ca. An AI-powered search engine was introduced to assist local businesses find financial support programs as well as funding opportunities.
Long-term partnerships
The city secured a five-year partnership with Oshawa Fire Wolves from the National Lacrosse League as their first Founding Partner. In April, it revealed 30-year agreements with both the Oshawa Generals and Oak View Group that include plans to invest $50 million into modernizing Tribute Communities Centre – boosting Oshawa’s standing as an ideal spot for sports events, concerts, and live performances.
Advanced urban forestry
The city initiated its very first Forestry Master Plan aimed at protecting and expanding its urban forest over twenty years. Partnerships helped grow Oshawa’s tree canopy through more than 4,200 plantings across parks and green spaces like Gold Point Wildlife Reserve and Lakeview Park.
Celebrated signature events
The city held award-winning annual festivities such as Canada Day celebrations, Indigenous Cultural Celebration events like Kars on King alongside Peony Festival. New additions included Public Works at Work event plus Community Fire Safety Day. With help from Oshawa Tourism partnerships supported numerous downtown events including Convergence festival Halloween Boo Bash plus Holiday Village activities too!
New cultural initiatives
This fall , Oshawa commenced development on its upcoming Culture Plan. They collaborated on projects such as community artwork How Many Hearts? showcased at Delpark Homes Centre , along with Teaching City initiatives featuring fresh art installations within recreational facilities plus wayfinding signs installed around Ed Broadbent Waterfront Park. Partnerships enabled free cultural experiences including Nollywood showcases Stronger Together gatherings Winter Solstice Social celebrations.
“2025 was a year of strategic investments & collaborative partnerships that will shape Oshawa for decades ahead. Each achievement represents our vision towards fostering thriving innovative caring communities moving into 2026 excitedly embracing forthcoming opportunities” stated Mayor Dan Carter from Oshawam.
