Mayors of Oshawa and Whitby issue statements after release of high risk offender in Durham Region

The mayors of Oshawa and Whitby have issued statements about the release of a high-risk offender in the area.

Oshawa mayor Dan Carter commented:

“The Durham Regional Police Service has informed us that a high-risk offender who poses a significant risk to the community is set to be released on Sunday, October 11, 2026, after completing their court-imposed sentence.

I want to express my gratitude to the Durham Regional Police Service for keeping the public informed and for their ongoing efforts to monitor high-risk offenders while working to keep our community safe.

Residents are right to be worried when repeat and violent offenders return to our neighborhoods. It’s unacceptable for communities to deal with the impact of such individuals. Ensuring community safety must always come first.

I support initiatives from both the Government of Ontario and the Government of Canada aimed at strengthening bail and sentencing laws, especially regarding repeat and violent offenders as well as those convicted of serious crimes. These changes are essential for enhancing public safety and making sure justice is served appropriately.

Tackling these issues requires teamwork. I’ll continue discussions with the Solicitor General, Attorney Generals of Ontario, Region of Durham, along with our local MPs and MPPs to voice our community’s concerns and advocate for continued action toward better public safety, stricter release conditions, and enhanced bail and sentencing reforms.

I appreciate all that DRPS does to safeguard residents throughout the region. The DRPS will keep track of this individual’s activities and whereabouts, advising residents to stay alert and report any suspicious or dangerous behavior directly to police.”

Whitby mayor Elizabeth Roy shared her thoughts:

“I recognize that Keith Theodore Constantin’s release raises serious concerns among Durham residents, especially parents and caregivers. I share those worries.

The offender is being released because he has fulfilled his court-imposed sentence. This isn’t related to bail or an unescorted temporary absence.

Municipal councils along with local police services lack the power to alter or extend sentences once they’ve been served.

Criminal sentencing falls under federal jurisdiction while courts operate at both federal and provincial levels. I plan on meeting with our local MPs and MPPs to discuss our community’s expressed concerns.

I maintain regular communication with Durham Regional Police Service regarding local safety matters, fully trusting their capacity to monitor this offender while enforcing court-ordered conditions.

I’d like to thank DRPS for issuing this community safety alert along with their Offender Management Unit for its diligent work in tracking high-risk offenders’ locations and actions.

As chairperson of Region of Durham’s Health and Social Services Committee, I will propose a motion calling for a thorough review of services offered by Durham organizations responsible for housing high-risk offenders post-release.

We need assurance that these organizations possess necessary qualifications, expertise, staffing levels, and supports needed for managing complex situations while protecting our broader community.

I encourage Durham residents to stay vigilant, remain aware of their surroundings, and follow guidance provided in the DRPS alert.”
