At first glance, a stretch of water held in by docks at the southeast corner of Hamilton Harbour looks like any other spot in this industrial city, once referred to as “Steeltown.” Cargo ships heading for the Great Lakes and St. Lawrence Seaway are lined up along the west side of the boat slip. Meanwhile, on the east side sit mounds of black slag – the tough, chunky leftover from steel production.
However, underneath that water is a history of pollution that The Narwhal has discovered is lagging behind in cleanup efforts, partly because of the economic impact of U. S. tariffs on the steel sector.

A project description submitted by Dofasco in 2015 to federal environmental assessment officials noted that some concentrations of chemicals found were high enough to classify them as hazardous waste under federal guidelines. This classification means that waste would need to be either removed off-site for landfill disposal or contained within an engineered cap.
Arcelor Mittal Dofasco suggested constructing a containment structure designed to prevent contaminated sediment from leaving its boat slip and entering Hamilton Harbour. So far, nothing has materialized.

Initial work was set for August 2016 with plans for completion by June 2017 aside from ongoing monitoring. Yet more than nine years later past that deadline, cleanup remains incomplete with no containment structures installed. According to records reviewed by The Narwhal from 2025 onward, anticipated costs for cleaning up stood at US$28 million. By May 2026, a statement made by Arcelor Mittal Dofasco during discussions about restoring Hamilton Harbour revealed progress had halted due to financial pressures caused by U. S. tariffs impacting Canada’s steel sector.
Arcelor Mittal Dofasco did not respond when asked detailed questions or after several requests for comment before publication time.
The Narwhal examined annual reports along with meeting notes and project updates stretching back two decades. These documents outline early attempts – followed by years of delays – towards removing polluted sediment while aiming toward broader goals related to cleaning up Hamilton Harbour.
A former senior executive at Dofasco requested anonymity out of fear for their job security stated they took remediation seriously during their tenure there until retiring last decade. “We had hired people to do engineering work. We had put money aside in a special account so everything was being set up,” they shared with The Narwhal while noting around $5 million was earmarked for this effort back then. (In its financial report released in 2018 mentioned expectations were set at spending US$5 million on cleanup efforts going forward.)
