A man who allegedly shot nearly three dozen rounds at a home in London, Ont. last summer is one of 27 individuals charged this week as part of a large organized crime and corruption investigation that has shaken the Greater Toronto Area and its police force.
Kaejean Doman, 23, from Innisfil, is facing 22 charges in an inquiry led by York Regional Police, known as Project South. The charges include eight counts of discharging a firearm with intent and one count each of attempted murder and conspiracy to commit murder.
The investigation began last year when police in York Region uncovered what they believe was a conspiracy to kill someone involved in corrections management at an Ontario detention center. Seven current Toronto police officers and one retired constable are also among those facing numerous charges.
In total, 27 people across the GTA have been charged with various offenses including bribery, drug trafficking, conspiracy to commit murder, breach of trust by a public officer, and obstruction of justice.
Some officers involved-two sergeants among them-are accused of leaking sensitive information to organized crime groups that then used it for shootings, robberies, and extortions, according to police reports.

Toronto police have stated that seven officers and one retired officer were arrested as part of an organized crime investigation involving charges from conspiracy to commit murder to drug trafficking.
Doman along with two others allegedly had access to confidential details that were improperly obtained by one of the arrested officers, Cst. Timothy Barnhardt, 56, from Mississauga. They reportedly were recruiting others for criminal activities at different locations.
York Regional Police allege that Doman was apprehended at the site of a shooting in Vaughan back in September while possessing a firearm believed to have been smuggled into Canada and connected to at least eight shootings throughout southern Ontario.
One such shooting took place on August 18th in 2025 at a residence located in northwest London during what local authorities describe as a mistaken identity incident.
The house on Foxridge Crescent within the Fox Hollow neighborhood sustained damage from 33 bullets sometime between 3:30 and 3:50 AM. Fortunately, no injuries occurred since those residing there were not the intended targets.
London police made Doman’s arrest public on October 7th after confirming that he had been taken into custody by York Regional Police on September 10th. He has been linked to earlier shootings occurring in Brampton on August 26th and August 31st as well as four separate incidents in Vaughan on September 6th, September 7th, and September 10th.
While York Regional Police declined an interview request on Friday regarding Doman’s charges; they confirmed that these charges from fall were included in the announcements related to Project South with additional counts for attempted murder and conspiracy added later.
“A lot of the investigation was shared yesterday. At this point we continue to investigate and will not be providing further information to protect the integrity of the ongoing investigation,” a spokesperson said in an email.
The chief of Toronto’s police department along with board chair has requested Ontario’s Inspectorate of Policing look into matters arising from Project South.
A representative for inspector general Ryan Teschner acknowledged the “seriousness of these matters and the public trust concerns they raise.”
“The inspector general is actively considering this request and once he makes his decision he will announce it publicly,” read the statement.
