Toronto Pearson International Airport (YYZ) has awarded contracts for a 1.5 billion CAD programme aimed at upgrading its Terminal 1 and Terminal 3 facilities. This effort is part of the airport’s larger Pearson LIFT infrastructure initiative.
The airport has selected NORR-DIALOG, a partnership between Canadian architecture and engineering companies NORR and DIALOG, to handle planning, architecture, engineering, and integrated design. PCL Construction will serve as the Construction Manager at Risk for this project.

The Terminal 1 and Terminal 3 Revitalization Program is designed to enhance outdated infrastructure while also improving passenger flow and operational efficiency throughout the airport.
<p Planned works include larger terminal spaces, updated lounges, more charging stations, improved baggage processing systems, modern check-in areas, and upgraded security screening facilities. The programme will also feature enhancements to gates, passenger processing zones, and customs as well as immigration facilities.
Construction will take place in phases so that the airport can continue operations during the upgrades while minimizing disruption for passengers and airline partners.

The terminal modernisation is the second major programme announced under Pearson LIFT. In May 2026, the airport began construction on a separate 3 billion CAD investment focused on airside infrastructure and baggage handling systems.
