The former integrity commissioner of Ontario, who penned a detailed report on the provincial government’s Greenbelt controversy, has passed away just a year after his retirement.
J. David Wake held the position of Ontario integrity commissioner from 2016 to 2025 and during that time led numerous investigations, including the significant report regarding the government’s choice to remove areas from the protected Greenbelt for housing developments, which resulted in a cabinet minister resigning.
Wake and his team interviewed 62 witnesses and examined over 2,300 documents. They determined that the housing minister did not properly supervise his chief staff member, who managed a “chaotic” process that opened doors for some developers’ interests to be improperly advanced.
Before this role, Wake served as the associate chief justice of the Ontario Court of Justice from 1999 to 2005.
The current integrity commissioner Cathryn Motherwell remarked that Wake’s influence on Canadian public sector ethics was profound. He is survived by his wife, two children, and five grandchildren.
Premier Doug Ford expressed his condolences in a statement directed towards Wake’s family and loved ones.
