The City of Windsor has announced a $16.8 million residential project in the heart of downtown, aiming to enhance housing availability by utilizing city-owned land.

This initiative, spearheaded by the 531 Pelissier Group – which includes BK Cornerstone Design Build, Philip Fernandes Designs, and Realty ONE Group Iconic – will add 48 housing units at the former Pelissier Street parking lot location.

The plans include 32 two-bedroom townhome suites featuring single-car garages, along with eight accessible one-bedroom units and another eight affordable one-bedroom units.

City officials indicate that the three-storey structure is designed to increase density while blending seamlessly with the existing downtown area. Features under consideration comprise landscaped streetscapes, integrated parking solutions, private terraces on the second floor, and elements that prioritize pedestrian access.

The Pelissier Park site was among the first municipal properties pinpointed as part of the Housing Solutions Made for Windsor strategy, which seeks to prepare city-owned lands for residential construction. This initiative aligns with Windsor’s goal of facilitating 13,000 new homes by 2031.

The project emerged following a competitive expression of interest process initiated in late 2024.

“This project is about more than just building homes – it’s about shaping a community,” said Philip and Amanda Fernandes of Philip Fernandes Designs. “Our design approach focused on creating a livable, pedestrian-friendly environment that balances density with comfort while contributing positively to the character of downtown Windsor.”

The development also supports the city’s “Strengthen the Core” downtown revitalization plan aimed at increasing residential density, enhancing public spaces, and attracting investment in the area.

Pelissier Park will meet Energy Star standards and incorporate energy-efficient building practices designed to lower long-term operating expenses.

Officials additionally revealed three more sites being included in the Housing Solutions Made for Windsor portfolio: the former St. Michael’s Adult Education School on Detroit Street, part of Kinsmen Norman Road Park on Olive Road, and the old Concord Public Elementary School site on Raymond Avenue.

Together with the recently announced Caron Avenue parking lot development, this Pelissier Park project showcases ongoing progress in Windsor’s mission to deliver new housing options to residents.
