Home Speaker Mike Johnson mentioned Tuesday that he agreed “wholeheartedly” that the Trump administration might make sweeping cuts to federal spending with out the approval of Congress, taking a place at odds with the Structure’s separation of powers that undercuts his personal department of presidency.
