SCHREIBER – CONSTRUCTION NEWS – One of the key highway projects in Northwestern Ontario is progressing near Rainbow Falls Provincial Park, where BOT Construction Group is undertaking a $38-million upgrade to Highway 17. The Ministry of Transportation contract involves grading, drainage, granular-base work, paving, and structural improvements approximately eight kilometres west of Schreiber. Work started in late June 2025 and is expected to wrap up by October 2027. This project goes beyond just standard resurfacing. It includes a new highway alignment spanning 3.8 kilometres, a new crossing over Hewitson Creek, extensive rock and earth excavation, paved shoulders, plus a new access road and parking area for Rainbow Falls Provincial Park.

A New Route Near Rainbow Falls
The main focus of this ongoing work is the realignment of a section measuring 3.8 kilometres along Highway 17. The new path will be situated south of the Hydro transmission corridor and north of the Canadian Pacific Kansas City railway tracks. Simply put, BOT Construction is moving significant amounts of earth. A new culvert will channel Hewitson Creek under the newly aligned highway. Additional crossings are necessary for smaller watercourses as well. After traffic shifts to this new route, the old highway alignment along with the existing Hewitson Creek culvert will be decommissioned. BOT Construction states that this contract entails excavating roughly 350,000 cubic metres of earth alongside more than 230,000 cubic metres of rock. Around 150,000 tonnes of granular material will be produced from this excavated rock for use as part of the highway base. This scale makes it visible from the existing Trans-Canada Highway. Establishing a new roadbed through Lake Superior’s rugged terrain requires blasting, excavation work, drainage setups, structural construction efforts as well as processing materials before laying down final pavement. This project aims to remove hazardous curves and stretches along the highway to improve safety for drivers.Changes to Access at Rainbow Falls Provincial Park
The highway upgrades also influence how people access Rainbow Falls Provincial Park. Plans include building a new entrance road into the park with parking connected directly to the realigned highway. The park features two main camping areas: Whitesand Lake adjacent to Highway 17 and Rossport Campground located by Lake Superior. Its trails include Rainbow Falls Trail which forms part of Casque Isles Trail connecting Terrace Bay with Schreiber and Rossport. Work related to park access underwent its own environmental assessment process. Project documents indicate that environmental commitments were integrated into detailed designs during planning stages. Drivers should keep in mind that this area remains an active construction zone. Expect traffic controls like lane restrictions or changing site conditions as work progresses.
